Mr. Hinrichs replied that they will need to bring 2-3 feet of f'fll in to make the conveyor area level. <br />He also also needs to extend the east curb line to the property line, and he requested waiving the <br />curbing requirement for the edge of new pavement along the north property line for ease in <br />plowing that area in the winter and to provide cooperative pavement surfaces with the property to <br />the north when it is developed. He explained their perspective is to make the facility as convenient <br />for the customers regarding turning radius and waiting time. <br /> <br />Zoning Administrator again noted that the screening will now be in the right-of-way and not on the <br />property. <br /> <br />Mr. Hinrichs advised that there will be 8-12 employees, and parking space was discussed. <br /> <br />Commissioner Deemer referred to the drainage issue, noting that two catch basins in the area were <br />not identified. Discussion ensued regarding drainage. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to recommend that City <br />Council approve the proposed site plan for Blue Velvet Car Wash based on discussion and <br />contingent upon compliance with City Staff Review Letter dated June 29, 1995. <br /> <br />Further Discussion: Ms. Frolik pointed out that the curbing is still in question. She stated that she <br />has been unable to locate the performance standards for this PUD, but Council has held pretty <br />steadfast to the requirement. Commissioner Bawden felt it would be better with curb. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, <br />Hendriksen, and Terry. Voting No: None. Absent: Commissioners LaDue and Thorud. <br /> <br />Case /17: Monthly Status Report <br /> <br />Commissioner Hendriksen inquired as to an update on the City's drainage issue. <br /> <br />City Engineer Jankowski advised that the City is currently doing a comprehensive drainage study <br />for the southeast quadrant of the city. All existing storm pipes have been mapped. Topographic <br />information will be used to divide the area into drainage basins and modeling that to look at flow <br />into the area and identifying which basins might be landlocked. Flood levels within the area will <br />be established. The study will recommend a capital improvement program identifying the need for <br />outlet pipes and recommend financing and implementation. <br /> <br />Commissioner Hendriksen inquired what was the northwest comer of the district being studied. <br /> <br />Mr. Jankowski replied it is County Ditch #63 crossing Ramsey Boulevard. It was basically <br />known there would not be any drainage coming from outside the study area into the study area. <br />The extreme northern area will flow to County Ditch #3. <br /> <br />Case #8: Zoning Bulletin and Zoning News <br /> <br />Commissioner Deemer noted several cases pertinent to the Planning Commission. <br /> <br />COMMISSION INPUT <br /> <br />None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to adjourn the meeting. <br /> <br />Planning Commission/July 5, 1995 <br /> Page 12 of 13 <br /> <br /> <br />
