Mr. Pemper stated no, it will look like a rambler from 149th.

The Planning Commission discussed the drainage.

Motion by Commissioner Holland and seconded by Commissioner Deemer to recommend that City
Council approve the application for a Dwelling Moving Permit to place a modular home on Lot 8,
Block 1, Pineview Estates 2nd Addition, and declare terms of permit as proposed.

Further Discussion: Commissioner Holland inquired whether there were any other modular homes
built in Ramsey, and it was noted that there is one in Alpaca Estates.

Motion carried. Voting Yes:
Hendriksen. Voting No: None.
and Thornd.

Chairperson Bawden, Commissioners Holland, Deemer, and
Abstain: Commissioner Terry. Absent: Commissioners LaDue

Case #6: Request for Site Plan Review for an Expansion to Blue Velvet Car
Wash; Case of Blue Velvet, Inc.

Commissioner Deemer noted for the record that although he originally constructed the existing
building on the site, he no longer has any financial involvement with the present owners.

Zoning Administrator Frolik reported that Matt Hinrichs and Brian Schmidtbauer of Blue Velvet,
Inc. have acquired the former Tender Touch Car Wash at 14101 St. Francis Boulevard N.W. and
are proposing to expand it into a full service facility to be renamed Blue Velvet. The expansion
includes a 3,570 square foot addition to the existing building along with the addition of some
paved maneuvering area on the north side of the existing building. The addition will be
constructed of rock face concrete block. Lot coverage will be within the 35% restriction and all
setbacks will be met except that the 35-foot rear yard setback is deficient by 1 foot. Orderly traffic
flow and adequate turning radius into the facility entrance at the east end of the site necessitates
relocating the existing curb line 12 feet to the east, right on the property line; the required
landscaped area along all streets will have to be provided for within the Xkimo Street right-of-way.
It is also suggested that the number of trees on the east side of the site be increased to intensify the
effectiveness of the screening between the site and the City-owned parkland on the east side of
Xkimo. The site plan does not indicate the number of employees on the maximum working shift
and therefore Staff cannot make a determination that the 8 existing spaces are sufficient for
employees, suppliers, and customers. The addition of pavement is proposed along the north side
of the building, and this, along with the required B-612 concrete curbing, should be reflected on
the site plan. The site plan should also be modified to include exterior lighting and screened waste
storage. The City Engineer has determined that as a result of the expansion, nearly all the site will
be impervious and there is no practical way to detain run-off from the site, therefore, it is
recommended that the amount of paved area be minimized to reduce mn-off. Staff recommends
site plan approval contingent upon compliance with these items and City Staff Review Letter dated
June 29, 1995.

Matt Hinrichs advised that the building length was reduced by 1 foot with square footage now at
3,440, and it now meets the 35-foot setback requirement. For traffic maneuverability, it is
necessary to extend the pavement to the east property line. After relocating the east curbline to the
property line, he estimates that there will still be a 12 foot landscape area next to the pavement of
Xkimo Street. In order to accomplish extending the east curbline, three trees will need to be
relocated.

Commissioner Deemer inquired whether fill will need to be brought in.

Planning Commission/July 5, 1995
