PUBLIC HEARING
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a public hearing on Tuesday, August 1, 1995 at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input
regarding a request for a conditional use permit to grade and export soils; case of Good Value
Homes, Inc.

Members Present:

Chairperson David Bawden
Commissioner Ben Deemer
Commissioner Terry Hendriksen
Commissioner Paul Holland
Commissioner Charles LaDue
Commissioner Michael Terry

Members Absent: Commissioner Bradley Thorud

Also Present:

Zoning Administrator Sylvia Frolik

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 7:36 p.m.

PRESENTATION

Zoning Administrator Frolik explained that the applicant, in order to create more attractive building
sites in the proposed plat of Chestnut Ridge 2nd Addition, is proposing to strip the topsoil, remove
and export approximately 15,000 cubic yards of materials, and replace the topsoil. Good Value
Homes proposes different ingress and egress routes for the material removal by belly dumps,
however, because of the substantial number of homes existing on the proposed ingress route, Staff
recommends that only the egress route be utilized. Staff also recommends that the grading and
hauling operation be confined to a four-week period from start to finish. Ms. Frolik noted that silt
fence and other erosion measures have been proposed to protect adjacent properties, and the
revised grading would not affect existing drainage patterns.

CITIZEN INPUT

James Ringold, 14531 Krypton Street N.W. - expressed concern, stating that 15,000 cubic yards
is a mountain, and he wondered where exactly it's coming from.

John Peterson, Good Value Homes, Inc., stated that he was under the impression that when theft
grading plan was approved, they could start; he didn't realize a conditional use permit would be
required. He explained that Chestnut Ridge 2nd Addition has been platted into 72 lots, and the site
has an open space in the middle of it that is relatively high and when going towards the wetland it
gets quite a bit higher. He stated that there is a street running along the wetland, and the street has
to be cut somewhat more to protect the trees. He commented that this proposal is not making
money, it is costing money. He advised that they are just trying to get rid of that nob and the area
will be residential, but it will not have any trees. He reported that the material removed will have to
be taken off site and into Anoka where it is being given to a developer. He asserted that they will
not be going anywhere near the wetland or the lake.

Grayce Kalstad, 14700 Sunfish Lake Boulevard N.W. - inquired as to the roads that will be used
for hauling out the material.

Public Hearing/Planning Commission/August 1, 1995
Page 1 of 2
