Paul Meyer, Smith Architects, presented an overview of the site plan stating that the company is
looking forward to a new facility which better represents their image.

Chairperson Bawden inquired about the lighting plan, and Mr. Meyer outlined the lighting types
and locations.

Ms. Frolik noted that, although this particular site plan will not go before the Architectural Review
Board since it was applied for before the Board was established, it does meet ail requirements.

Mr. Meyer added that the irrigation system will be included in the plan.

Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend that City
Council approve the proposed site plan for Command Corporation and Smith Architects on Lot 2,
Block 1, Business Park 95, based on discussion and contingent upon compliance with City Staff
review letter dated August 31, 1995.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud,
Hendriksen, Holland, LaDue, and Terry. Voting No: None.

Commissioner Deemer inquired when Command Corporation will need to know if there is a
financial impact of renaming McKinley Street.

Mr. Meyer stated there would be no impact because their building fronts Sunfish Lake Boulevard.

Motion by Commissioner Deemer to recommend that Council rename McKinley Street in Business
Park 95 to 139th Avenue until such time as McKinley Street is connected to it.

Motion died for a lack of a second.

Case 02: Request for Site Plan Review; Case of Carbon Products Technology

Zoning Administrator Frolik reported Dennis Sharp of Sharp and Associates has been contracted
by Carbon Products Technology to construct a machine shop on Lot 3, Block 1, Business Park 95
which is located in the northwest corner of McKinley and Uranium Streets. The building is
proposed to be 10,000 square feet in size. Three of the walls will be constructed of rock face
concrete block and the loading dock wall will be smooth face concrete block, which is in
compliance with City Code. The proposed project meets City Code requirements for lot coverage,
setbacks, architectural standards, landscaping, screened waste storage, and paved and curbed off-
street customer/employee parking spaces and loading areas. Ms. Frolik also noted that Staff
recommends the landscaped areas be developed with irrigation systems. The site will have access
onto both Uranium and McKinley Streets.

City Engineer Jankowski reviewed the drainage and grading plan as outlined in the City Staff
review letter dated August 31, 1995.

Motion by Commissioner Holland and seconded by Commissioner Hendriksen to recommend that
City Council approve the proposed site plan for Dennis Sharp & Associates for Carbon Product
Technology on Lot 3, Block 1, Business Park 95, contingent upon compliance with City Staff
review letter dated August 31, 1995.

Further Discussion: Commissioner Hendriksen noted the previous discussion regarding
landscaping, irrigation, and color matching roof not being a requirement of City Code and wanted
it clearly understood these are only Staff recommendations. Mr. Dennis Sharp stated he felt these

Planning Commission/September 5, 1995
