Voting No: None. <br /> <br />Case #3: Request for a Home Occupation Permit; Case of Susan Maxson <br /> <br />Zoning Administrator Frolik stated Susan Maxson of 8131 154th Lane N.W. has applied for a <br />home occupation permit in order to establish and operate a dog grooming service in the lower level <br />of her home. In accordance to City regulations, the area devoted to the business would not exceed <br />20% of the total floor area of the home, employees would be restricted to the residents of the <br />home, and the driveway is large enough to provide a sufficient amount of off-street parking for a <br />4-customer/day operation. The proposed permit requires all animals to be kept inside the home <br />until they are picked up by their owners. Also, in accordance with Ramsey City Code, if granted, <br />the permit would not be transferrable fi.om person to person or property to property. <br /> <br />The Planning Commission proceeded to review the Findings of Fact: <br /> <br />Commissioner Deemer recalled approving a conditional use permit (CUP) for dog grooming a few <br />years back, and he inquired as to whether this should have been mentioned. <br /> <br />Ms. Frolik replied that there have been kennel permits but not dog grooming in specific. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to amend the Findings <br />of Fact in the aff'mnative and recommend that City Council adopt the amended Findings of Fact <br />relating to a request for a home occupation permit at 8131 154th Lane N.W. <br /> <br />Motion carded. Voting No: None. <br /> <br />The Planning Commission proceeded to review the terms of the home occupation permit. <br /> <br />Motion by Commissioner Terry and seconded by Commissioner Holland to amend #3 to read <br />"That business hours shall be fi.om 9:00 a.m. to 5:00 p.m., five (5) days a week." <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Terry, Holland, Hendriksen, <br />LaDue, and Thorud. Voting No: None. Absent: Commissioner Deemer (left the room for a short <br />time.) <br /> <br />The Planning Commission felt there should be a limit on the number of dogs groomed per week so <br />that things don't get out of control. <br /> <br />Ms. Maxson stated there would be 15-20 dogs maximum a week. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holland to add a term to read <br />"The number of dogs serviced is not to exceed 20 per week." <br /> <br />Motion carried.
