Case #6: Proposed Creation of Tax Increment Financing District Number 6 <br /> <br />Zoning Administrator Frolik advised that with the construction of the Anoka Electric Cooperative <br />(AEC) headquarters and service center facility, City Council will conduct a public hearing on <br />September 12, 1995 to create a new Tax Increment Financing (TIF) District which will include the <br />AEC facility and surrounding Energy Park. This district will allow for the capture of increment <br />from this area to pay for required infrastructure extensions and required improvements such as <br />water towers, wells, etc. State law requires that the creation of this district be in compliance with <br />the Comprehensive Plan of the City, and therefore, the Planning Commission was asked to review <br />the program. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer that the Planning <br />Commission has reviewed the modified development program for Development District No. 1, and <br />the Tax Increment Financing Plan for Tax Increment Financing District No. 6 and determined that <br />it is in compliance with the Comprehensive Plan for the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, <br />Henddksen, LaDue, Terry, and Thomd. Voting No: None. <br /> <br />Case g7: Monthly Status Report <br /> <br />Commissioner Deemer noted the pending staff direction from 12/6/94 and again inquired whether <br />TIF funds could be used for right turn lanes on C.R. #57, and Mr. Jankowski replied yes. <br /> <br />Commissioner Deemer also referenced pending staff direction from 6/21/95 regarding thoroughfare <br />setbacks, stressing that this needs to get to Council. <br /> <br />Case #8: Zoning Bulletin and Zoning News <br /> <br />Commissioner Deemer noted specific pertinent cases. <br /> <br />Case g9: Reschedule November Meeting of Planning Commission <br /> <br />Zoning Administrator Frolik advised that due to a school board election, the regularly scheduled <br />November meeting date needs to be changed. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner LaDue to schedule the <br />November meeting of the Planning Commission on Thursday, November 9, 1995. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Deemer, <br />Hendriksen, Terry, and Thomd. Voting No: None. <br /> <br />COMMISSION INPUT <br /> <br />Commissioner Deemer noted that the minutes from the August meeting were not completed yet. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holland to adjourn the meeting. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners LaDue, Holland, Deemer, <br />Hendriksen, Terry, and Thomd.
