Commissioner Deemer expressed concern that a subdivision of the subject property by the <br />extension of Riverdale Drive N.W. has occurred and there should be a minor subdivision process <br />to create new legal descriptions for the resulting parcels and cause the assignment of new PINs. <br /> <br />Ms. Frolik responded that the City has issued and recorded deeds with appropriate legal <br />descriptions for the two resulting parcels. The County will be assigning PINs to the two parcels. <br /> <br />The Planning Commission proceeded to review the Findings of Fact: <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to amend g9 and <br />#10 in the aff'mnative <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Deemer, LaDue, <br />and Terry. Voting No: None. Absent: Commissioners Holland and Thorud. <br /> <br />Motion by Commissioner Henclriksen and seconded by Commissioner Deemer to add a finding to <br />read "City Staff has verified that the subject property has been subdivided by the City and that <br />deeds have been executed and recorded at the County with the appropriate legal descriptions." <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Deemer, LaDue, <br />and Terry. Voting No: None. Absent: Commissioners Holland and Thorud. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recommend that <br />City Council adopt the amended Findings of Fact relating to a request from L.A.N.D. Properties to <br />rezone certain property from B-3 Highway Business to R-1 Urban Residential. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, LaDue, <br />and Terry. Voting No: None. Absent: Commissioners Holland and Thorud. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recommend that <br />City Council approve the request from L.A.N.D. Properties to rezone the south half of PIN 34-32- <br />25-14-0017 fi.om B-3 Highway Business to R-1 Urban Residential. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, LaDue, <br />and Terry. Voting No: None. Absent: Commissioners Holland and Thorud. <br /> <br />Case #2: Proposed Amendment to Chapter 9 of City Code to Revise Platting <br /> Process <br /> <br />Zoning Administrator Frolik stated that several months ago the Planning Commission directed City <br />Staff to draft amendments to the City Code to specifically require that the Park and Recreation <br />Commissioner review sketch plans for plats prior to the Planning Commission. She compared the <br />current platting process with the newly proposed platting process, stating that the suggested change <br />in the review process would add one additional month to the existing process since the monthly <br />Planning Commission meetings usually occur prior to the Park and Recreation meetings. For that <br />reason, City Staff does not support this amendment. The Park and Recreation Commission prefer <br />to leave the platting process as is since they felt def'ming probable street alignments before park and <br />trail locations was the most effective process. Also, with an adequate park and trail plan (map), <br />developers and other commissions/council would be apprised of recreation and open space plans <br />before presentation to the commission. <br /> <br />Commissioner Deemer stated that he is not comfortable putting streets in until he knows where the <br />parks and trails will be. <br /> <br />Planning Commission/October 3, 1995 <br /> Page 3 of 5 <br /> <br /> <br />
