Richard P. Moler
14715 Krypton St. NW
Ramsey, Mn. 55303

Ryan Schroeder
Administrator, City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey MN. 55303

Dear Mr. Schroeder:

I write this letter out of frustration at what I witnessed at a recent Planning and Zoning
public hearing.

Specifically, I attended the public hearing on August 1, 1995 regarding the removal of
150,000 yards of earth from the chestnut hills development by Good Value Homes, Inc.

I am an interested party and was notified via letter by the City of Ramsey of the hearing
and the agenda. I feel that the commission and the hearing was conducted in a very
unprofessional manner and that they appear to just rubber stamp whatever is brought
before them.

The most astonishing happening at the meeting was when commissioner Deemer
announced that he was one of the property owners dkectly involved and that he intended
to vote on the issue. In my opinion, this is a blatant conflict of interest. With all of the
discussion of conflict of interest in the City lately, I am astonished that he would or could
do this without some objection by the commission chairperson, other commission
members or the city staff person present.

Needless to say, my experience with the commission has left me feeling both confused
about the city that I live in and the processes and procedures that are used to govern it.
I am mazed and apauled that a person such as Mr. Deemer is allowed to be in a position
to make decisions on the behalf of myself, other taxpayers and the City of Ramsey. Is he
the best person available for this position?

In closing, I would ask that you or your appointee review this matter and respond in
writing.

Sincerely,_

Richard P. Moler
