She noted there is a driveway entrance from Riverdale Drive on the rear side of the
building which is proposed to be paved, however, City Code requires that this section of pavement
also be finished with B-612 concrete curbing and so the site plan should be modified accordingly.
Due to the applicant's desire to install the site improvements before inclement weather, City Staff
gave permission (after reviewing the site plan details) for the improvements to be installed prior to
Planning Commission and City Council approval. However, they were only able to get the
sidewalk and curbing installed prior to the snowfall and are now requesting permission to open up
for business with a Class 5 parking lot until spring.

Applicant Brad Lan# described the dimensions of the rear driveway and stated that he was unsure
of what his renter would like to do with it. He, therefore, requested he be able to delay installing
the curbing until spring in order to deal with his renter's needs.

Commissioner Thorud inquired as to the type of business, and Mr. Lan# replied it is a party
supplies and rental business.

Commissioner Hendriksen inquired about drainage, and City Engineer Jankowski reviewed the
drainage plan outlined in Staff review letter dated November 2, 1995.

It was noted that where Rivlyn Street was referred to in the drainage plan, in actuality it is
Riverdale Drive which will be affected.

Planning Commission/November 9, 1995
