Lisa Sipe - 15401 Ramsey Boulevard - mad and presented a letter she prepared for the Planning <br />Commission. It is attached hereto as a part of these minutes. <br /> <br />Leona Welsh - 15443 Ramsey Boulevard - stated that she is the neighbor that is closest to Mr. and <br />Mrs. Sipe and realizing that they are in business to support their family, has no complaints <br />concerning their trucks. Mrs. Welsh also wanted to know why there were so many busybodies <br />suddenly coming into the City of Ramsey. <br /> <br />Chairperson Bawden requested that any other written suggestions be submitted for the ordinance <br />amendment. <br /> <br />Jeff Martin - 7520 164th Lane - Noted that his property was highlighted on the map indicating <br />violations and is extremely offended that he is being pointed out when he is paying for off-site <br />vehicle storage space. <br /> <br />Chairperson Bawden reviewed written suggestions submitted by the public. <br /> <br />Commissioner Deemer noted that "Grandfather Rights" only occur when you existed legally at <br />some point in time. <br /> <br />Terry Armstrong - 7290 154th Lane - asked about the status of those persons who were allowed to <br />construct buildings to house vehicles and are now informed that they cannot bring commercial <br />vehicles home. <br /> <br />Zoning Adminiswator Frolik stated that it has been upheld in the courts that a city cannot be held <br />responsible for erroneously issuing a building permit. Ms. Frolik added that there is a notice on <br />the building permit application stating that "The above signee understands that no business <br />(commercial) activity is allowed in an accessory structure which is located in a rural residential or <br />urban residential zoned area". <br /> <br />Commissioner Deemer noted that if commercial activity had been allowed, there would have been <br />documentation of some kind, whether it be via the conditional use permit process or any other <br />vehicle. <br /> <br />Don Godden - 9027 176th Avenue - insisted that he was told by Zoning Administrator Frolik that <br />he could park his commercial vehicles at his residence. <br /> <br />Zoning Administrator Frolik explained that she always informs the public that there is an ordinance <br />in place prohibiting the storage of commercial vehicles in a residential area and they do so at their <br />own risk. If the violation is brought to the City's attention, the commercial vehicles must be <br />removed from the property unless a conditional use permit is obtained. <br /> <br />Jeff Martin said that when he moved into Ramsey five years ago and visited City Hall on a number <br />of occasions, he was never informed of any regulations regarding commercial vehicle storage on <br />residential property. <br /> <br />Ed Hanson - 7913 142nd Avenue - noted that there were approximately 22 complaints regarding <br />commercial vehicle zoning violations and asked what the purpose was in spending money on a <br />public hearing to address this issue. <br /> <br />Commissioner Hendriksen replied that the purpose was to gather public input in order to put <br />together an ordinance that would be acceptable to the majority of residents. <br /> <br />Planning Commission/November 30, 1995 <br /> Page 2 of 4 <br /> <br /> <br />
