Case #11: Reappointment of Members to the Planning Commission

Commissioner Holland asked not to be reappointed due to the fact that he has found it increasingly
difficult to attend meetings on Tuesday nights. He thanked the Commission for the opportunity to
serve his community and stated he would be willing to stay, if appropriate, until a replacement can
be found.

Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City
Council reappoint Terry Hendriksen and Michael Terry to the Planning Commission for terms to
expire on December 31, 1997, and to advertise the vacancy of Paul Holland's seat but allowing
him to serve on the commission until the vacancy is filled.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen,
Holland, LaDue, and Thorud. Voting No: None.

Case 012: Monthly Status Report

This information was noted.

Case #13: Zoning Bulletin

This information was noted.

COMMISSION INPUT

1) Proposed Amendment to City Code Pertaining to Storage of Commercial
Vehicles in Residential Districts

Commissioner Deemer was uneasy with the word "equipment" in B.2, feeling it was too vague.
He also questioned the legality of B.3.c.

Chairperson Bawden noted there was a typographical error in B.3.c.

Commissioner Hendriksen gave examples of a car with a "Molly Maids" emblem or a van with a
decal that says "ABC Plumbing," and he inquired whether these would be considered commercial
use vehicles.

Ms. Frolik stated that in her opinion, those vehicles would be classified as commercial and would
have to be parked indoors or parked on a paved surface with 75% screening.

Commissioner Hendriksen questioned whether it's the Planning Commission's intention to put
these requirements on those types of vehicles.

Commissioner Deemer stressed the need to be consistent, insisting that everybody who is
commercial must abide. He noted he's been finding this very important in the zoning reports. He
added it really wasn't unreasonable to ask that resident to put that particular vehicle in their garage.

Commissioner LaDue didn't feel those situations were really going to cause problems.

Commissioner Thorud asked how the City intends to enforce this ordinance, and Ms. Frolik
explained that violations will be considered a misdemeanor punishable by fine and/or jail.

Planning Commission/December 5, 1995
