subject property is currently zoned Industrial, and a rezoning will be required to develop the <br />property with single family lots. The Comprehensive Plan amendment currently being worked on <br />targets this area for mixed residential use. All lots will have to meet the minimum area requirement <br />and the dimensional requirements. The plat is proposed to receive two accesses from C.R. #116 <br />and one access from C.R. #56. There are two small parcels in the northeast comer of the <br />intersection of C.R. gl 16 and #56 that are not included in the plat. The property owner is <br />interested in selling the property for development, and Staff urges the applicant to incorporate these <br />parcels into the plat. <br /> <br />John Peterson, Good Value Homes, explained that the lots in the northern part of the plat were <br />designed slightly larger to ease the transition to the adjacent development. He noted that the length <br />of the cul-de-sac is longer than 600 feet, however, there are only houses on one side of the street <br />thereby providing fewer houses than usually found on a 600-foot cul-de-sac. Mr. Peterson <br />informed that the appraised value of the two parcels in question are too expensive to purchase and <br />plat. <br /> <br />Commissioner Deemer disclosed that there is some residue on the land from a previously planned <br />trailer park wherein a huge tank has been buried, and Mr. Peterson thanked him for that vital <br />information. <br /> <br />Commissioner Holland inquired if the City was going to require a larger bubble on the extra-long <br />cul-de-sac, and Ms. Frolik felt this might be another case where it would be a good idea and <br />Chairperson Bawden agreed. <br /> <br />Mr. Peterson stated he didn't see a bus going down that street regardless, however, a large bubble <br />might be workable. <br /> <br />Commissioner Deemer suggested purchasing the lots to the northeast to include in the plat, and Mr. <br />Peterson replied that those parcels are out of the Metropolitan Urban Service Area. <br /> <br />Discussion ensued regarding the park trail alignment. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to approve the sketch <br />plan for the former Tiller property contingent upon compliance with the City Staff review letter <br />dated November 29, 1995, and including discussion concerning the feasibility of a round-about <br />cul-de-sac. Pending no substantial change to the Park dedication as proposed, the developer is <br />directed to proceed to preliminary plat. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />Holland, LaDue, and Thomd.
