Further Discussion: Commissioner Thorud agreed with Commissioner Deemer that two issues <br />need to be resolved: (1) drainage and (2) where the sewer and water trunk lines will be located. <br />Commissioner Deemer stated it's the Planning Commission's responsibility to resolve these issues <br />before sending them on to City Council, and he noted City Code, Section 9.50.03(e) states, in <br />part, "It shall be the duty of the Planning Commission to determine whether the preliminary plat <br />conforms with or exceeds the design standards established by this chapter." Mr. Edmundson <br />stated he would like to receive plat approval by February so that he could start as soon as possible. <br />He also addressed the drainage situation stating that he is working with the neighboring property <br />owners for easements, and he would like the opportunity to negotiate with Mr. Niles. <br />Commissioner Hendriksen stated he could not approve a drainage plan where there are no <br />easements in place. <br /> <br />Motion failed. Voting Yes: Commissioner LaDue. Voting No: <br />Commissioners Holland, Deemer, Hendriksen, Terry, and Thorud. <br /> <br />Chairperson Bawden, <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to table preliminary <br />plat approval of Brandseth pending resolution of drainage issues and verifying that residents along <br />the trunk line route are cognizant of the two-year hook-up rule. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Deemer, <br />Holland, LaDue, Terry, and Thorud. Voting No: None. <br /> <br />Case #6: Request for Preliminary Plat Approval of Northfork Itasca Shores; <br /> Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting preliminary plat approval of <br />Northfork Itasca Shores, another portion of the Northfork P.U.D. located southwest of Lake <br />Itasca. The plat consists of 11 single family lots. <br /> <br />Commissioner Thorud inquired as to the purpose of City Staff's recommendation for the <br />landscaped center island in the bubble of the cul-de-sac. <br /> <br />Ms. Frolik explained that school buses and fire tracks cannot go down ordinary cul-de-sacs <br />because there's no room to turn around. Normally the fire trucks will back down these streets <br />because they don't want to be in a position where they have to mm around in someone's driveway. <br />With the large bubble, there will be ample room to come around the cul-de-sac. Also, the island <br />allows for snow placement in the winter months. <br /> <br />Dennis Peck, Director of Development for North Fork, Inc., stated that the plat consists of 11 <br />residential lots and 2 outlots; Outlot A is reserved for future development and Ouflot B will be <br />conveyed to the owner of Lot 13, Block 3, Northfork 2nd after the required grading is completed. <br />The P.U.D. now will have 281 building sites, still under the 292 allowed by the agreement. Mr. <br />Peck was confident that the lots could meet the minimum Class I soil requirements. He noted that <br />the cul-de-sac has only 11 lots on it as opposed to the usual 17 that would be on this length cul-de- <br />sac in an urban area. He stated he was unsure of where they were at with regard to maintenance of <br />the bubble on the cul-de-sac. In addition, they find it more appropriate that the street be named <br />"Itasca Shores Circle" or something similar rather than matching what's on the City's grid pattern. <br /> <br />Commissioner Deemer suggested "Andrie Circle," and Mr. Peck agreed that might be good also. <br /> <br />Mr. Peck advised of North Fork's opposition to City Staff's recommendation of paving a trail to <br />the east to connect with the existing trail system and being reimbursed for construction at a rate of <br />$6 per foot.
