Chairperson Wagner suggested we review our options for cleaning up the area and formulate
solutions to the problems.

Commissioner Kent asked if there was a list available from business visitations with comments or
concerns received from area businesses.

Mr. Crromberg replied that there was not.

Chairperson Wagner stated that the last time a complete business visitation program was conducted
was during the airport controversy and many of the questionnaires were somewhat tainted based
upon the controversy at the time.

Chairperson Wagner suggested that we become more proactive regarding the ZIP Code issue and
develop a strategy, which may include having a petition at the Business Expo/Community Picnic
this year.

Commissioner Marquart then asked what the residents' feelings towards having their own ZIP
Code were. We have heard from Mr. Larson at the last meeting, but what about the other
residents?

Commissioner Stafld stated that we may wish to survey the residents regarding this issue.

Commissioner Nelson concurred with that statement and suggested that we could look at that in the
future.

Chairperson Wagner stated that the next goal may be development of a marketing plan for the City-
owned industrial property.

Commissioner Stafki volunteered to sell it if that is what the City chooses to do.

Case #2 Marketing City-owned Commercial Industrial Property.

The City-owned property is the 39 acres just north of the Burlington Northern Railroad tracks and
east of Sunfish Lake Boulevard N.W. The along with the 12 acres north of the ParaBody site on
Sunfish Lake Boulevard N.W. brings the holdings to 51 acres of commercial/industrial property
that is now available for development. All of this property is within Tax Increment Financing
Districts, which will allow the City some flexibility in the amount of assistance available to
prospective property owners. Based upon the need for the City to recoup the purchase costs, the
EDC should help develop a marketing plan for all of the property.

Mr. Gromberg provided copies of advertisements promoting cities throughout the State. These
ideas could be used as a base our own advertisements.

Commissioner Marquart stated that some of these advertisements expound upon things that are
very subjective. We will want to assure that our own advertisement is accurate and expound upon
things that we believe are benefits of living in the City of Ramsey.

Chairperson Wagner asked what type of ads the City should look into.

Mr. Gromberg responded that a combination of both the traditional magazine ad and in listings of
cities available for development with economic assistance available.

Economic Development Commission / January 5, 1995
Page 4 of 6
