Case #2: Ramsey Business Expo

Mr. Gromberg had contacted Mr. Konen, President of the Ramsey Lions Club, who informed him
that there was a meeting on February 1, 1995, to discuss the Community Picnic and its
combination with the Ramsey Business Expo. Mr. Konen will report back to Commissioner
Stafki with the results of that meeting.

Chairperson Wagner inquired what date has been scheduled for the picnic. It was noted that the
date has not yet been set; however, it is generally held the fin:st Saturday in June.

Case #3: Business Visitations

With City involvement and encouragement of businesses in the City of Ramsey, Economic
Development Coordinator Gromberg stated the EDC should begin visiting local businesses on a
regular basis. The EDC may wish to begin with businesses located in the new Sharp building. It
is hoped that this program will foster good will toward the City by the businesses before a negative
opinion could be formed. Mr. Gromberg has sent letters of welcome to the new businesses. He
added, there will be regularly scheduled times for the business visitations.

Commissioner McGhee shared some ideas that had been used to encourage him to relocate his
business to Wisconsin.

Mr. Gromberg felt that these visits should be a basic greeting and exchange of opinions and ideas
between the City and local businesses.

Commissioner McGhee related that when the Elk River Economic Council visited his newly
opened business, they also signed him up for a free subscription to Minnesota Ventures. He
suggested we may wish to consider a similar idea.

Chairperson Wagner asked how we would like to accomplish this and stated he would like to see
all EDC members involved.

The EDC members discussed their individual schedules. Commissioner Stafki said that he
probably has the most flexible schedule; Chairperson Wagner stated that with two weeks' notice,
he would be able to schedule visitations; mornings would be most convenient for Commissioner
Marquart. Commissioner McGhee believes that the second and fourth Thursday mornings of each
month would be most workable. The visits were scheduled for 9:00 a.m. February 9, 1995, with
Chairperson Wagner and Commissioner Marquart; and then for 9:00 a.m. February 23, 1995, with
Commissioner McGhee and Mr. Gromberg.

Case #4: Highway #10 Redevelopment

Economic Development Coordinator Gromberg stated that one of the suggested projects for 1995
was the possibility of encouraging redevelopment along Highway #10. This may include cleaning
up the area or the City purchasing land parcels for sale to businesses. A copy of the general
guidelines for Tax Increment Financing was distributed to the EDC. Another suggestion was a
map overlay showing the uses of the properties located in this area. This map overlay is not yet
complete but it should be ready in time for the March meeting of the EDC. Mr. Gromberg
suggested that since some Commissioners had not had an opportunity to tour the area, they may
wish to table this until the March meeting of the EDC.

Economic Development Commission / February 2, 1995
Page 3 of 5
