Mr. Bob Thistle of Springsted was present and recommended that Council consider the <br />issuance of $2,600,000 General Obligation Tax Increment Bonds, Series 1995A. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to <br />recommend Council adopt the resolution providing for the issuance and sale of $2,600,000 <br />General Obligation Tax Increment Bonds, Series 1995A. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and <br />Peterson. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to <br />recommend Council call for a special meeting on Tuesday, March 21, 1995, at 6:45 p.m. to <br />award the sale of said bonds. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and <br />Peterson. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Case #2: 1995 Spring Events <br /> <br />Finance Officer Hart reminded Council that each year the City of Ramsey sponsors the <br />following spring events: Becky Weiss Memorial Bike Road-eo, Annual Pet Clinic, Spring <br />Recycling Day and Environmental Expo. She gave a brief overview of each event. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Zimmerman to recommend City <br />Council authorize Staff to finalize scheduling of the four annual spring events as detailed in <br />the case and to proceed with plans for these events. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and <br />Peterson. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend City Council adopt a resolution proclaiming April 29, 1995 as "Arbor Day" <br />and the month of May as "Arbor Month". <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman and <br />Peterson. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #3: Approve 1995 CIP Park Improvement Budgets <br /> <br />Finance Officer Hart informed the Committee that included in the 1995 Adopted Capital <br />Improvement Program were activities and development of several parks throughout the <br />City of Ramsey. The list of parks and anticipated activity to be funded during 1995 is as <br />follows: Whispering Pines Park - development; Fox Park - development; Central Park - <br />ballfields, fencing and electrical; River's Bend Park - soccer goals/nets, and bleachers; and <br />Rabbit Park - backstop and bleachers. Ms. Hart reported that the monies budgeted from <br />the Park Trust Fund are actual dollars on hand from the various Park Districts with <br />additional funding budgeted from the Landfill Trust Fund interest earnings. <br /> <br />City Administrator Schroeder stated that he had spoken with Councilmember Beyer who <br />had requested that Whispering Pines and Fox Park be pulled from the list to be discussed <br />later. <br /> <br />Finance Committee/February 28, 1995 <br /> Page 2 of 4 <br /> <br /> <br />
