Councilmember Peterson requested that Parks/Utilities Coordinator Boos supply the <br />Finance Committee/Council with a brief description of the development planned for Fox <br />Park and Whispering Pines. <br /> <br />Councilmember Zimmerman inquired if these things planned will take care of the <br />complaints the City received relating to the park system in 1994. <br /> <br />Mr. Schroeder felt that it would address a lot of the concerns. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend Council approve of the 1995 CIP Park Improvement Budgets with revenue <br />sources as indicated, with the exception of Fox Park and Whispering Pines Park. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman and <br />Peterson. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #4: Mobile Phone for Engine #1 <br /> <br />Finance Officer Hart stated that Fire Chief Kapler has requested a mobile phone for Engine <br />#1 to allow for communications to be made to the State Fire Marshall's Office, Central <br />Communications, and others. The Department has a phone available to them and are able <br />to do the installation. An antenna is necessary and could be purchased for approximately <br />$30 to $50. The cost of the phone would be a basic charge of $5.00, plus calls for a <br />monthly cost of around $15. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend that <br />Council authorize the installation of the phone and charges associated with it. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Case #5: Award Bid for One Commercial Turf Mower <br /> <br />City Administrator Schroeder explained that Councilmember Beyer had requested that this <br />case be tabled until the March 14 meeting, due to not being certain what the legislature will <br />do. Mr. Schroeder felt there would not be a problem with a timely delivery of the mower if <br />it is delayed only until March 14; however, if it is longer than that, we may run into <br />problems. He summarized the concerns and complaints that the "monster mower" is being <br />purchased to address. <br /> <br />Councilmember Peterson understood Councilmember Beyer's concern; however, he felt <br />that delaying it until March 14 would not make a difference as far as the legislation is <br />concerned. He suggested this request is "picking and choosing" as at the last Finance <br />Committee meeting, the Committee recommended spending thousands of dollars on <br />whatever we felt was necessary and there was no hesitation. We ordered five new police <br />squads, fire truck parts, and items for the Public Works department. He suggested this <br />item be discussed at the Council meeting this evening with all members present. <br /> <br />Councilmember Zimmerman felt that would be fair as it would give Councilmember Beyer <br />a chance to relay her thoughts. He added that Councilmember Peterson brings up an <br />interesting point about items in the budget and who gets things first. He suggested this <br />could be discussed further. He added that the Committee does not know what the <br />legislature will do and we do not want to end up short funds at the end of the year and have <br />to lay someone off. <br /> <br />Finance Committee/February 28, 1995 <br /> Page 3 of 4 <br /> <br /> <br />
