for them. Councilmember Beahen felt the issue is more with how we receive a donation.
Councilmember Beyer felt that didn't matter.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson and
Zimmerman. Voting No: Councilmember Beyer.

Case 6{2: Priority Street Lighting Program

Finance Officer Hart presented tables illustrating the cost of street lighting.

Councilmember Peterson commented that the results of the survey question about street
lighting showed that a lot of people are adamantly opposed to street lights in their
neighborhoods.

Councilmember Zimmerman stated he would support Priority A and B street lights, at a
maximum, because people do not seem to want the lights shining in their yards.

Police Chief Auspos explained that street lights at major arterials will contribute to the ease
of movement around the City.

Mayor Hardin felt that maybe some of the people in Priority C and D would want lights in
their neighborhood.

Councilmember Beahen reported that she has received phone calls from people not wanting
the lights in their yards and felt too that taking care of Priority A and B would be sufficient
at this time.

Councilmember Beyer stated she would like to see some street lights on some of the
intersections. She also asked that Azurite and Nowthen, which is currently listed as
Priority C, be moved up.

Mayor Hardin inquired about the time table for taking care of Priorities A and B.

City Engineer Jankowski estimated about three months or so.

Councilmember Beyer suggested having the type of light that shines down as opposed to
on someone's house.

Mr. Jankowski replied that the City has a standard type of light and added that street lights
provide some security and safety plus serve as a locater.

Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to install
A and B priority lights and the residents will be billed using a 20-year amortization.

Further discussion: Councilmember Beahen inquired if the street lights would be re-
prioritized. Mayor Hardin suggested doing that at the Road and Bridge Committee level.
Mr. Schroeder commented that this will be a billed service and we will have the opportunity
to alert the citizens.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer
and Peterson. Voting No: None.

Finance Committee/June 27, 1995
