Case #3: Receive and Review the 1994 Comprehensive Annual Financial <br /> Report (CAFR) <br /> <br />Finance Officer Hart stated that the City of Ramsey is required to undergo a certified audit, <br />on an annual basis, of all of its funds and account groups. This audit is performed by the <br />firm of Malloy, Montague, Karnowski, Radosevich and Company, P.A. She presented <br />the report and stated that while it is not in final format, the changes will be minor such as <br />covers, tab dividers, etc. The report is similar in appearance to last years report, with the <br />exception of a few changes and improvements. Ms. Hart presented a summary of the <br />report. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to accept the 1994 <br />Comprehensive Annual Financial Report and to authorize the Finance Officer to submit it to <br />the State of Minnesota Department of Revenue and other agencies as required and to submit <br />the report with application for the Certificate to the Government Finance Officers <br />Association of the United States and Canada (Certificate of Achievement for Excellence in <br />Financial Reporting). <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case #4: Police Department Facility <br /> <br />City Administrator Schroeder stated that Council had asked to have additional review of <br />remodeling ideas for the Police facility. He stated he has taken the concept plans from <br />1993 and sent them to Dennis Sharp. He stated he also asked one of the interns to work on <br />this issue. This facility could be located on the east side of City Hall. A new facility would <br />be estimated at about $450,000 to $550,000 and it would seem reasonable to proceed in <br />that direction as opposed to remodeling. He felt the City could afford this cost and added <br />that he would like the Department to take a couple of months to really review the options. <br />In addition to this, there will still be a desire to do additional work in other departments at <br />City Hall. <br /> <br />Councilmember Beyer was in agreement with the idea of a new facility. <br /> <br />Councilmember Zimmerman felt too that a new facility makes sense and added that the <br />heating and air conditioning in City Hall is capable of handling only what it's handling <br />now. <br /> <br />Mayor Hardin commented that the other approach was a "band-aid approach". This will <br />hopefully last for 20+ years and added that he was not in favor of the other proposal at all. <br />He stated he is not opposed to looking at a new facility. <br /> <br />Councilmember Peterson also agreed. He suggested plenty of thought go into the facility <br />so that it is not too small by the time it's built. <br /> <br />Mr. Schroeder added that the direction he gave the intern was to not "botch" the expansion <br />area of the Fire Department or City Hall office area. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to proceed with <br />the plan for a new Police facility and report back to the Finance Committee. <br /> <br />Motion carried.
