that the 1996 budget request did not take into consideration the need to cover five fifth <br />grade classes in the fall of 1996, therefore, the requests will be amended accordingly when <br />a revised document is submitted for review. It is anticipated that it will need to increase by <br />approximately 80 pement to accommodate the five fall classes. This will be reduced in <br />1997 due to the five/four class schedule. <br /> <br />Consensus of the Committee was to recommend Council approval of training Officer Tim <br />Dwyer to be one of the two D.A.R.E. instructors. <br /> <br />Case #2: 1996 2001 Parks and Recreation Commission Capital <br /> Improvements Program <br /> <br />Parks/Utilities Supervisor Boos summarized the 1996 - 2001 Parks and Recreation <br />Commission Capital Improvements Program. Dollars for parks are requested from the <br />Park Trust Fund, the Landfill Trust Fund interest earnings, and tax increment proceeds. <br />The City Council has also approved a dedication of Lawful Gambling proceeds toward <br />park and youth activities. It is expected that available revenues will be allocated to <br />community parks in the case of increased interest earnings from Lawful Gambling and <br />Landfill Trust Funds. Also, that increased park dedication payments will be allocated to the <br />appropriate park district. Following are the 1996 recommended CIP: (1) Central Park <br />expansion: This $105,000 expenditure from the Landfill Trust Fund is intended to facilitate <br />the purchase and/or development of the 35 acres east of the existing Central Park, or fund <br />the lighting of ball fields 2 and 4, and other improvements to Central Park which could <br />include additional parking and tennis courts. (2) Titterud Park parking lot and tennis court <br />light improvements: Completing the $120,000 projected expenditure from the Landfill <br />Trust Fund in 1996 would be $15,000 allocated to pave both the upper and lower parking <br />lots at Titterud Park and add a timer to the existing lights at the tennis court. (3) Resurface <br />courts: This $3,500 General Fund expenditure will rectify the cracks in the court surface <br />and re-color the surface. (4) Flintwood Terrace playground: This is a $32,000 <br />improvement consisting primarily of play equipment. (5) School rink replacement: As a <br />result of the grading and site improvements for the Ramsey Elementary School expansion, <br />both rinks were demolished. The rinks are intended to be replaced in the fall of 1995 for <br />the 1995/1996 skating season. The School District has agreed to fund the replacement of <br />one rink with the City replacing the other. The City's half (projected at $10,000) is <br />intended to be funded by Park Trust fund interest earnings if available, as the rinks supply <br />recreation to many users outside of the Sunfish Lake district. (6) Emerald Pond Park <br />Phase II: Approximately $106,000 is proposed for Phase II improvements in Emerald <br />Pond Park. The improvements will include additional landscaping, irrigation and possibly <br />a larger shelter near the ball field. Residents have also requested a basketball standard be <br />placed at the end of the parking lot. Another improvement that could be considered for this <br />district may be a short boardwalk through Hunters Hill Park to Chestnut Hills 5th. (7) <br />County Road #116 Trail: This trail is scheduled to be completed this year with $113,244 in <br />Federal Transportation dollars and approximately $36,000 set aside from Ramsey, in 1994, <br />for a cash match and also a contribution from the City of Anoka. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend Council adopt the 1996 - 2001 Parks CIP. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman and <br />Beyer. Voting No: None.
