Case #3: Disposition of Forfeit Property <br /> <br />Police Chief Auspos presented his reasons for needing a VCR and TV. He included the <br />information pertaining to the pricing of these items. <br /> <br />Motion by Councilmember Zimmerman and seconded by Mayor Hardin to recommend that <br />Council authorize the purchase of a television and the VCR, Sony 740, plus the cart, <br />allocating the funding of $650 from the Police Special Fund using the drug forfeiture <br />monies. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and <br />Beyer. Voting No: None. Absent: CouncilmemberPeterson. <br /> <br />Case #4: Update on New Police Facility <br /> <br />City Administrator Schroeder presented the information available on the new Police facility <br />- the location, sketches/size and also the budget. He stated that Chief Auspos and Sergeant <br />Gustafson, along with others in the Police Department, are comfortable with the sketches <br />presented. The estimated budget is $600,000. The Council can utilize architectural <br />services for design and or construction management. It is expected that this would increase <br />the budget perhaps by $50,000. Council can also bid this project as a design/build project. <br />The City Attorney has concerns that we need to ensure that all bidders through this process <br />would be assured equal opportunity to gain the award. Bidding off concept drawings may <br />not provide the comfort that that has been assured. Council can also initiate a <br />lease/purchase project but the Attorney may have the same concerns in that case too. Mr. <br />Schroeder advised that in the not to exceed price of $600,000, under the design/build, there <br />is more of a chance for error; however, there will be an architect and structural engineer on <br />the job. He stated he wanted Council to be aware of the fact that with a design/build, <br />mistakes will probably be made. <br /> <br />Councilmember Zimmerman expressed his confidence in staff and the design/build <br />process. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to direct <br />staff to initiate an attorney-approved public bid process. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer and <br />Beahen. Voting No: None. Absent: Councilmember Peterson. <br /> <br />Case b°7: Easement Acquisition <br /> <br />City Administrator Schroeder stated that we were going to put utilities under Highway #47 <br />for the SuperAmerica project; however, City Engineer Jankowski has determined that <br />going up the road some is a better way to go. He has negotiated an easement from Blue <br />Velvet Car Wash at $t.00 per square foot. He feels this is a fair price so we are asking to <br />enter into the purchase. <br /> <br />Councilmember Zimmerman inquired if the City didn't have an easement. <br /> <br />Mr. Schroeder replied that it was going to be in the right-of-way but Mr. Jankowski has a <br />problem with the construction project tying up the intersection. <br /> <br />Councilmember Beyer inquired if the only reason is so that the intersection isn't torn up <br />and traffic is slowed. <br /> <br />Finance Committee/August 22, 1995 <br /> Page 3 of 4 <br /> <br /> <br />
