City or State may be entitled. Since the Sandness' recently hooked up to City sewer, <br />conversations with them on resolving this potential future problem have occurred. They <br />are agreeable to transferring fee title rights to the City for $1,000 for a parcel 60 feet by 47 <br />feet. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend Council <br />authorize acquiring this 60 x 47' piece of property form the Sandness' for right-of-way <br />purposes at a cost of $1,000. <br /> <br />carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Case #5: Assisting Individuals with Hookup Charges to Water and <br /> Sewer Utilities Receiving Availability from Subdivision <br /> Extensions <br /> <br />City Administrator Schroeder stated that Council has had previous discussion pertaining to <br />the time frame for connecting to sewer and water. He disseminated the existing policy for <br />connection and the added change. If you petition against the project, that period of time <br />picked for deferment was 10 years. This is not anything that Council has to act on at this <br />time but there is a project being discussed tonight that deals with this. <br /> <br />Councilmember Beyer stated she is opposed to having this added as a case because the <br />information was just received. She stated that she also has a problem with this language <br />and she would like more time to talk about it. <br /> <br />Councilmember Zimmerman stated this is a big issue. It might be something to be <br />discussed at a workshop meeting. There's so many issues surrounding this; one being <br />how new their system is. <br /> <br />Councilmember Beyer agreed and added and the amount of money spent on their system <br />should be taken into consideration. <br /> <br />Councilmember Peterson stated we have had one or two cases in the past where we have <br />people with relatively new systems. <br /> <br />Councilmember Beyer stated she did not know if we should be classifying them as new. If <br />taken care of, they can last 20 years. She stated she would be upset if she had just spent <br />$5,000 to repair her present system and then the City comes and asks her to hook up to <br />municipal services. <br /> <br />Councilmember Peterson stated that the present policy gives the resident two years and the <br />amended version would give them 10 years. <br /> <br />Councilmember Beyer stated she would like to see language that reads "at the time the <br />system fails". <br /> <br />Councilmember Zimmerman felt that would be more in line with what the people have <br />requested. If the system fails and they have to spend a minimum of $2,500, then they <br />could hook up to the City services. <br /> <br />Councilmember Beyer stated that making them hook up within a two-year period is like <br />"holding a gun to their head".
