mortgage is paid off. They will be paying twice then because they will also be paying for
City sewer and water.

Mayor Hardin cautioned that the longer the time frame given, the more it will cost the City
and the taxpayers. He expressed agreement with this language as it gives the residents a
lengthy extension and gives the City assurances that at some date certain, they will hook
up. We need to have a date certain. It can be different from 10 years but we do need to
have one.

Councilmember Peterson agreed.

Councilmember Zimmerrnan suggested it would be nice if there was a device to run City
sewer through and let whomever wants to hook up to do so and who doesn't want to
doesn't have to.

Councilmember Peterson reminded Councilmember Zimmerman that the extension has to
be paid for somehow. That type of program would cost the tax payers a lot of money.

Councilmember Zimmerman stated he still has a problem with a date certain and asked if a
more positive solution couldn't be found. He asked that other cities be surveyed on how
they handle this.

Mr. Schroeder reported that Elk River has a two-year requirement, Andover has a two-year
requirement and the Metropolitan Council has a two-year hookup recommendation.

Ms. Hart added that the City of Champlin has a two-year requirement and they do not
deviate from that policy.

Consensus was that Council would discuss this further at a later date.

ADJOURNMENT

Motion by Mayor Hardin and seconded by Councilmember Beyer to adjourn the meeting.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson
and Zimmerman. Voting No: None.

The regular meeting of the Finance Committee adjourned at 6:50 p.m.

Respectfully submitted,

J~iThieling
~Recording Secretary

Jessie Hart
Finance Officer

Finance Committee/September 26, 1995
