He pointed out the storage area <br />and talked about the salt yard, etc. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to proceed with the <br />painting of the building. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Discussion ensued relating to salt storage. The possibility of a joint facility with Anoka <br />was mentioned. <br /> <br />Councilmember Zimmerman felt that the City should have a salt storage facility of its own. <br /> <br />The driveway was also discussed but it was determined there is not enough time to get it <br />surfaced this fall plus the thought has been to combine it with another project. <br /> <br />Case #3: Proposed 1996 Water and Sewer Fund Budgets and Rate <br /> Structures <br /> <br />Finance Officer Hart explained that the proposed 1996 water and sewer fund budgets and <br />rate structures are on the agenda for informational purposes only to avoid questions of why <br />the rates were increased to where they were. She summarized the rates and noted that we <br />are making a little ground in the sewer fund. We should look at annual and potential <br />semiannual increases. There is a smaller increase in SAC to cover the administrator charge. <br />Both funds with minor increases will be self supporting. She stated there is no action <br />required. <br /> <br />Consensus of the Committee was that if the funds are lacking, a mid-term review should be <br />conducted. <br /> <br />Case 04: Review of the Schedule of Rates, Fees and Charges <br /> <br />Finance Officer Hart presented the schedule of rates, fees and charges and summarized the <br />changes. <br /> <br />Councilmember Zimmerman felt that the increase for septic system permits from $50 to <br />$250 was too high. He pointed out this may discourage people from revamping their <br />systems. A $100 increase would be a 100% increase. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to amend <br />the septic system permit amount to $100. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />The Committee directed that Police Chief Auspos check on what other cities are charging <br />for police/fire reports. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend Council <br />approve the 1996 Schedule of Rates, Fees and Charges, as amended, by adopting the <br />resolution presented. <br /> <br />Motion carried.
