Case #5: Insurance Agent of Record for 1996

Finance Officer Hart stated that the agreement with the Insurance Agent of Record will
expire on December 14, 1995. The City has contracted with Michael Hadtrath of Corporate
4 Agency, Inc. (formerly Hadtrath & Associates Inc.) since 1988 and he has quoted a price
of $2,200 which is the same as the current year.

Motion by Councilmember Beahen and seconded by Mayor Hardin to appoint Corporate 4
Agency, Inc. as the 1996 Agent of Record and to authorize the Mayor and City
Administrator to enter into a contract for these services.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson and
Zimmerman. Voting No: Councilmember Beyer.

Motion by Councilmember Beahen and seconded by Mayor Hardin to authorize Mr.
Hadtrath to begin the bidding process for all 1996 insurance coverages.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson and
Zimmerman. Voting No: Councilmember Beyer.

Case #6: Authorization to Place Bond Sale on November 14, 1995
Council Consent Agenda

Finance Hart reported that she has been working with Bob Thistle of Springsted, and there
is a potential refund issue on a TIF bond. We would be looking at a net savings of
$38,000. She felt that it would be beneficial to move on this as the market will change
significantly after the fa'st of the year. We might have to call a special City Council meeting
on the 14th or after to award the sale. She inquired if she should proceed to work with Mr.
Thistle and Moody's to get this sale set.

Motion by Mayor Hardin and seconded by Councilmembers Zimmerman to proceed and to
place this bond sale on the November 14, 1995 Council Consent Agenda.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer
and Peterson. Voting No: None.

ADJOURNMENT

Motion by Mayor Hardin and seconded by Councilmember Zimmerman to adjourn the
meeting.

Motion carded. Voting Yes: Mayor Hardin, Councilmember Zimmerman, Beahen, Beyer
and Peterson. Voting No: None.

The regular meeting of the Finance Committee adjourned at 6:58 p.m.

Jessie Hart
Finance Officer

Finance Committee/October 24, 1995
