Motion by Mayor Hardin and seconded by Councilmember Beyer to table action on <br />Community Education funding until the January 1996 Finance Committee meeting. <br /> <br />Motion carried. Abstain: CouncilmemberBeahen. <br /> <br />Case g2: Easement Acquisition from Darnell Blume <br /> <br />City Engineer Jankowski explained that as part of Improvement Project//95-13, the sewer <br />and water extension to Ramsey Elementary School, the City needed to traverse over a <br />portion of the Darnell Blume property. The Blumes have agreed to a compensation formula <br />of $1,000 per acre for permanent easement over the sanitary sewer and $500 per acre for <br />the area outside the permanent easement disturbed during the construction. In addition, the <br />Blumes have asked for the replacement of trees lost during construction with DNR <br />purchased trees. He summarized the costs as follows: permanent easement - 0.6 acres @ <br />$1,000/acre = $600, temporary easement - 1.4 acres @ $500/acre = $700, and tree <br />replacement = $500 for a total of $1,800. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />recommend Council approval of the easement acquisition from the Blumes in the amount of <br />$1,800. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case /t3: Section g22 Drainage Easement Acquisition <br /> <br />City Engineer Jankowski reported that, relating to the Section #22 drainage easement <br />acquisition, Council directed a notice of condemnation to be served on Parcel #11 which is <br />Stanley Welsh property. The remaining 13 property owners were sent a letter offering the <br />purchase of the drainage easement at a unit price of $1,000 per acre. He reported that he <br />has acquired two easements to date and that he has talked to an additional five owners who <br />indicated they would come in to sign an agreement. He stated that he has sent a second <br />letter to a property owner who has an unlisted phone number. Four additional parcels have <br />not had verbal consent: Parcel #1: Robert and Mary Arnold, #6: Earle and Diane Jerde, <br />#8: William and Viola Tripp and #12: Dorothy Schlepper. None of these property owners <br />have indicated they are adamantly opposed. Two of them indicated they wanted to talk to <br />neighbors first. Parcel #14 belongs to John Boros and he is not in agreement. He said he <br />will grant an easement if the City splits his property into two parcels. Mr. Jankowski <br />reported that he has somewhat of a problem making that kind of a deal. The subdivision <br />process is a very defined process and he feels it's not an appropriate way to barter for <br />compensation. He stated he would like more time to collect five additional signatures and <br />to talk to others who were unsure. He offered to come back to the f'n'st meeting in January <br />with a recommendation to proceed on condemnations of those who would not sign. <br /> <br />The Finance Committee asked that Mr. Jankowski come back with details relating to the <br />cost of the lot split (subdivision) and directed that he continue to negotiate on all properties. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to take no action at this <br />time other than to have Mr. Jankowski bring back more information and to continue <br />negotiations. <br /> <br />Motion carried.
