Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, stated that it seems that the
eminent domain portion was first ordered on September 28, and at the last meeting, we had
the City Attorney to initiate eminent domain. When will it happen? The City Attorney does
not get around to the initiating process. He expressed concern that with the 90-day waiting
period before the ditch is dug, he will again experience severe flooding.

City Administrator Schroeder informed Mr. Hendriksen that it was stated that this would
happen on the 16th of November; however, City Attorney Goodrich was on vacation until
the 27th.

Mr. Hendriksen requested a"good-faith date" from the City Attorney.

Councilmember Peterson suggested that Mr. Hendriksen ask for this during the Citizen
Input portion of the City Council meeting.

Case #4: Annual Contract Renewal for Civil Defense Siren Maintenance

Police Chief Auspos explained that Doradus Corporation, who does the telemelry and
coding maintenance and repair for our storm sirens, have dropped the time and materials
contract option and now offer only a fixed price contract. This contract is somewhat more
expensive than what we have had previously. The cost will amount to $7,548 per year,
which is approximately twice what had been included in the 1996 budget numbers. He
added that there is currently no other vendor who can supply maintenance and/or repair on
the specific telemetry unit we use.

Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to
recommend Council approval of the contract and authorize the City Administrator to enter
into it.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen
and Peterson. Voting No: None.

Due to lack of time, Finance Officer Hart explained that Case 05, #6 and #7
are for information and review.

Case #5: Amendments to the 1996 Schedule of Rates, Fees and Charges

Case #6:

General Fund Interim Financial Report as of October 31, 1995
- Actual Compared to Budget

Case g'/: Finance Update

Motion by Mayor Hardin and seconded by Councilmember Beyer to table Case #5, #6 and
#7.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson
and Zimmerman. Voting No: None.

Finance Committee/November 28, 1995
