Motion carried. Voting Yes: Councilmember Beyer, Chairperson Pearson, Boardmembers Weiss, <br />Lewandowski and McLaughlin. Voting No: None. Absent: Mayor Hardin. <br /> <br />Case 02: Review ISO Rating <br /> <br />Fire Chief Kapler disseminated information pertaining to Ramsey Fire Department's ISO Rating - <br />where we stand right now with our current equipment (one engine and two tankers). There are <br />currently three classes which are as follows: Class 6: Home or business within 1,000 feet of a fire <br />hydrant and within five miles of the nearest fire station. Class 9: More than 1,000 feet from a fire <br />hydrant but less than five miles to the nearest fire station. Class 10 (Unprotected): More than <br />1,000 feet from a fire hydrant and more than five miles from the nearest fire station. Chief Kapler <br />reported that if the City builds a second station, this rating will be affected, however, the key to the <br />rating is the water availability. Equipment also makes a difference. He commented that this case is <br />for informational purposes and no action is necessary. <br /> <br />Case #3: Facility Needs Update <br /> <br />City Administrator Schroeder explained that Chief Kapler wants to review where we are in the <br />process of facility expansion - or a new facility. At the time this case was written, we were still <br />talking to Federal Cartridge about getting more land. A couple days ago, we found out that Federal <br />is not in the market to sell that land; however, we will inquire again. He stated there has been talk <br />about putting a satellite station at Central Park and it would not have to be on Federal land. The <br />last three years, Fire Department construction has been slated in the CIP. It appears that 1998 will <br />be the year where something could happen with either the expansion or a second facility. He <br />expressed that he personally felt that this should be for construction of a second facility as opposed <br />to expansion of this one. <br /> <br />Assistant Chief Hoxter agreed that a second facility makes more sense. <br /> <br />Chief Kapler commented that it appears to be the consensus that an eight-minute response time is a <br />good goal and upon determining the two-mile radius which allows for an eight-minute response <br />time, Central Park seemed as logical a location as any and actually a better location than most. <br /> <br />Boardmember McLaughlin inquired if the second facility would be considered a satellite station to <br />which Mr. Schroeder replied yes and eventually we would have to think about expanding this <br />current facility. <br /> <br />Case #4: Issuing of Burn Permits for Fires Larger than Recreational <br /> <br />Fire Chief Kapler stated he has been thinking about the issuing of burn permits for fa'es larger than <br />recreational for quite some time. We have two types of bums - one is recreational (permit-less) <br />which are three foot campfires, etc. The other is a by-permit volume-based fire where someone <br />has to go out and take a wild guess on the volume, etc. He expressed a desire to see that the <br />responsibility of the Fire Deparunent; one reason being fire safety. He explained that he is not <br />down-grading the person who has been doing it but he feels this would be more in-line of the <br />duties/responsibilities of a fire department. He added that if the Department gets a call and we have <br />a sticker showing we have a bum there, we will know more of what's going on. He felt that with <br />the small number of bums, this would not be an over-burden on the Department. He stated he <br />would plan to do them himself at first. <br /> <br />Chairperson Pearson inquired if the Fire Department is notified when someone has such a permit. <br /> <br />Fire Board/November 15, 1995 <br /> Page 2 of 3 <br /> <br /> <br />
