Ms. Larson said she would like to have another public hearing prior to the plan's approval.

Wayne Davis, 6530 Green Valley Road N.W., owns property along the proposed Trott Brook
Trail. His concerns included the trallhead marking for Trott Brook was in his neighbors front
yard, the violent crimes that are occurring on the trail system in the Cities in the isolated areas, and
compensation to the property owners.

Chairperson Hetland said that if we don't have the fight-of-way, a trail can't go through.

Parks/Utilities Supervisor Boos told Mr. Davis that it would likely be several years, possibly
decades before anything would be done with the Trott Brook Trail. He indicated that the trailheads
and park locations were approximate locations and could be changed. He also pointed out that
there are violent crimes happening everywhere including schools.

Tom Wright, 17105 Nowthen Blvd. N.W., told the Commission that his family has owned the
property along Trott Brook from County Road #5 to TH #47 for 100 years. He stated he would
fight a snowmobile trail through his property and he doesn't like the trailhead location. He
indicated that he has never allowed motorized vehicles to disturb the area and would like to keep it
that way. He plans to pass the land on to his children with the hopes one might build a house on
the property.

Commissioner Cook took this opportunity to commend the youths who participated in the public
hearing indicating they are the future of Ramsey and decisions made today will carry forward into
their lifetimes.

A brief discussion ensued regarding dirt bikes and three wheelers and how they will not be allowed
on trails.

Motion by Commissioner Cook and seconded by Commissioner Asfahl to close the public hearing.

Motion carried. Voting Yes: Chairperson Hetland, Commissioners Asfahl, Cook, Henn and
Johns Voting No: None. Absent: Commissioners Florenfius and Skinner.

The Park and Recreation public hearing was adjourned at 8:10 p.m.

CALL TO ORDER

Chairperson Hetland called the regular Park and Recreation meeting to order at 8:22 p.m.

CITIZEN INPUT
See Case #1.

COMMISSION BUSINESS

Case #1: RECOMMEND PARK AND TRAIL LOCATION PLAN TO CITY
COUNCIL FOR ADOPTION

Discussion ensued regarding recommendations made at the public hearing.

Park and Recreation Commission/January 12, 1995
Page 5 of 7
