The Commission agreed that Mr. Party's suggestion of using TH ~47 up to County Road #27 then <br />east to Rum River Central Park and County Rd. W/for a snowmobile trail should be clarified on <br />the plan. <br /> <br />Motion by Commissioner Cook and seconded by Commissioner Asfahl to forward the Park and <br />Trail Location Plan to City Council with modifications as suggested above and at the December 8, <br />1994 Park and Recreation regular meeting for comment. <br /> <br />Motion carried. Voting Yes: Chairperson Hetland, Commissioners Asfahl, Cook, Henn and <br />Johns. Voting No: None. Absent: Commissioners Florenfius and Skinner. <br /> <br />Case <br /> <br />UPDATE ON NORTHFORK OAKS ADDITION AND NORTHFORK <br />OAKS SECOND ADDITION <br /> <br />Parks/Utilities Supervisor Boos updated the Commission on the trail link through the Northfork <br />Oaks Additions. He indicated that the developers intend on clearing and rough grading the link this <br />month. Mr. Boos said monies may be available for the trail paving to occur concurrent with the <br />road paving. <br /> <br />Motion by Chairperson Hetland and seconded by Commissioner Cook to recommend that the <br />developer adhere to the City's Tree Conservation and Establishment Policy and to ensure a <br />pedestrian connection is effected to 164th Lane N.W. <br /> <br />Motion carried. Voting Yes: Chairperson Hetland, Commissioners Asfahl, Cook, Henn and <br />Johns. Voting No: None. Absent: Commissioners Florenfius and Skinner. <br /> <br />Case #3: PARK DEDICATION FOR NON-OWNER OCCUPIED DWELLINGS <br /> <br />A general discussion ensued relating to park dedication of multi-family housing, the development <br />and maintenance of tot lots, and trails leading to and from multi-family housing units. <br /> <br />Motion by Chairperson Hefland and seconded by Commissioner Cook to direct Staff to prepare a <br />policy stating 1) multi-family housing owners develop and maintain a tot lot and recreation space <br />commensurate with their needs, and 2) that park dedication for multi-family dwellings remain the <br />same per unit as a single family home, and 3) that all land developers would be required to <br />construct and pave all trails identified in the Comprehensive Park and Trail Plan parallel with <br />roadways. <br /> <br />Motion carded. Voting Yes: Chairperson Hetland, Commissioners Asfahl, Cook, Henn and <br />Johns. Voting No: None. Absent: Commissioners Florenfius and Skinner. <br /> <br />COMMISSION INPUT <br /> <br />Parks/Utilities Supervisor Boos updated the Commissioners on the status of applications <br />received/anticipated for Charitable Gambling Funds.
