Case 4/2: CITY SPONSORED TREE SALE AND ENVIRONMENTAL EXPO

Parks/Utilities Supervisor Boos gave a brief history of the 21st anniversary of the Tree Sale and
the 6th anniversary of the Ramsey Environmental Expo which will be held on Saturday, April 29,
1995, at the Ramsey Elementary School.

Patty Hill, a first grade teacher from Ramsey Elementary School, explained the purpose of
involving the community in the science projects.

Case #3: LAWFUL GAMBLING IMPROVEMENT PROGRAM

Patty Hill, Nannette Sorenson and Stan Peichel, representing the Ramsey School Environmental
Learning Area Committee (RELA), brought their request for funding of materials to construct a
physically impaired accessible boardwalk in the the wetland area of the RELA Nature Trail before
the Commission. Ms. Hill explained that the nature trail and wetland area is a resource that all
residents can take advantage of as a learning area. She explained the dedication and commitment of
parents, teachers, children and the school district by explaining how much has been accomplished
in the past year. Tom Redman, supervisor for School District #11, designed the boardwalk, and
Tom Hovey, DNR, approved the design and materials with the exception of Sac-Crete (concrete)
that was to be used on the support columns. Mr. Hovey has suggested an environmentally safe
option for constructing the support columns without the use of Sac-Crete.

Ms. Hill explained the on-going training process to educate the teachers on various activities that
can be undertaken year round on the trail and in the wetland areas.

Mr. Schroeder explained that the City intends on putting a bituminous trail over the sewer
extension to the school so that it will be fully handicap accessible. The engineering project will be
awarded Tuesday, February 14. The engineer will then complete a preliminary design and more
will be known at that time.

Patty McGerr presented a proposal for beautification of a portion of the Lake Itasca Trail including
construction of a berm (approximately 30 x 60), trash receptacles, benches, and a focal point of
interest to an open, flat area where the trail intersects 162nd Lane N.W. She explained that the
Northfork Homeowners Association is willing to maintain the area, and that materials (as much as
possible) will be purchased from Ramsey businesses.

Commissioner Cook indicated he was in favor of the landscaping concept especially with the
planting of trees and shrubs indigenous to the area, and is available to assist in the selection of the
materials.

It was also noted that this particular area also could be considered a potential neighborhood
trailhead.

The Commission discussed both applications and felt that both were worthy. Discussion ensued
and it was decided that Parks/Utilities Supervisor Boos would find out how much interest
earnings has accrued since the program's inception. He is to also check with both parties to see if
they would be interested in scaling back their plans so that the Commission could fund both.

CASE #4: ACCEPT RESIGNATION OF COMMISSIONER FLORENTIUS

Commissioner Florentius has submitted her written resignation. The Commissioners inquired
whether Dave Osbom might still be interested in the position and whether the position needed to be
Park and Recreation Commission/February 9, 1995
Page 3 of 5
