NOTE PLANNING COMMISSION MEETING MINUTES <br /> <br />Consensus of the Commission to note the Planning Commission public hearing and regular <br />meeting minutes dated February 7, 1995. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: INTERVIEW APPLICANT FOR COMMISSION VACANCY <br /> <br />Dave Osborn, who had applied for two previous vacancies, was present to answer questions from <br />the Commission. <br /> <br />Chairperson Hetland inquired whether there would be a conflict with Mr. Osborn's regular work <br />schedule. Mr. Osborn assured the Commission there would be no conflict. <br /> <br />Chairperson Hetland asked Mr. Osborn about his goals and aspirations. Mr. Osborn replied that <br />he was willing to make a commitment to the residents of Ramsey, that he would like to help <br />develop park and recreational areas, and feels that he has good ideas. Commissioner Johns praised <br />Mr. Osbom for his assistance in coordinating a neighborhood volunteer work force for Solstice <br />Park. <br /> <br />Chairperson Hetland inquired about the status of Solstice Park. Parks/Utilities Supervisor Boos <br />said that the playground equipment, shelter and gazebo are all in place and that once the weather <br />clears and road restrictions are lifted this spring, the parks plan can be completed. <br /> <br />Consensus of the Commission to recommend City Council appoint Dave Osborn to the Park and <br />Recreation Commission for a term to expire October 31, 1995. <br /> <br />Case #2: DETERMINE PARK DEDICATION FOR FOX KNOLL <br /> <br />Parks/Utilities Supervisor Boos introduced Mr. Kleckner, Mr. Murray and Mr. Essix to the <br />Commission as representatives of Fox Knoll, which will consist of 18-20 single family urban <br />homes. <br /> <br />A revised sketch plan was presented showing a 35-foot trail corridor with a 10-foot bituminous <br />treadway in the road right-of-way connecting 153rd Avenue N.W. to the north with the Ramsey <br />Elementary School property to the south and east. As much as 50-feet of boardwalk may be <br />needed to connect to 153rd Avenue N.W. due to the swampy conditions. <br /> <br />The sketch plan also allows for a considerable number of mature oaks to be saved compared to the <br />original plan. <br /> <br />Negotiations with other property owners will be required to assure trail completion between Co. <br />Road #5 and Fox Knoll as well as the easements required for the sewer/water link to Ramsey <br />School. <br /> <br />Consensus of the Commission to recommend a 35-foot trail corridor from the southern plat <br />boundary to 153rd Avenue N.W. be accepted by the City and cash remaining from park dedication <br />be credited towards trail construction by the developer at $6 per linear foot. <br /> <br />-and- <br /> <br />Park and Recreation Commission/March 8, 1995 <br /> Page 2 of 4 <br /> <br /> <br />
