Parks/Utilities Supervisor Boos replied probably playground equipment, boardwalk,
landscaping, etc. Following planning, Commission approval, etc. it will be presented to
Council for approval. Two surveys were conducted and the results were almost identical.
A few of the people wanted an undeveloped park area. Mr. Boos added that it would be
helpful to know two months in advance which park the Commission will be meeting in.
He suggested it would be beneficial to have park plans concurrent with the meeting in that
park.

2) Discuss March Comprehensive Plan Public Hearing

Mr. Boos informed the Commission that the City Council will be addressing the
comprehensive plan on April 25, 1995. He expressed the importance of having a couple of
the Park and Recreation Commissioners attend the meeting, if possible. He added that
Staff is hoping to have the tree conservation issue on that same agenda.

Chairperson Hetland commented about the condemnation of property for trails and felt that
it shows the importance of lines on the map - people need to know where the City
proposals are.

3) Park/Recreation Arena Committee Agenda

Mr. Boos explained that he regularly includes this agenda with the Park's regular agenda so
the Commission is aware of what the Arena Committee is doing.

4) Status of Spring Capital Improvements

Mr. Boos advised the Commission that Fox Park and Lake Itasca is scheduled in 1995;
however, Council has not yet authorized anything because the plan was not completed. He
summarized the improvements taking place at Central Park such as safety fences, added
paths, handicap accessibility, bleachers, etc. He stated that there have also been bleachers
and soccer goals added to River's Bend Park, and the soccer field goals have been ordered
for Emerald Pond Park. He also touched on the importance of sweeping actively-used
parks.

Mr. Schroeder stated that the RYAA had expressed a concern about Central Park not
looking like the premiere park as the street sweepings have been left at the park but that Mr.
Boos would see to it that the sweepings are removed.

Mr. Boos suggested that the important strategy would be to not bring the sweepings to the
park at all.

5) Status of Small Business Administration Tree Planting Project

Mr. Boos communicated that the Small Business Administrator (SBA) Tree Planting
Project is predominantly for Emerald Pond Park. He offered to get a map to the
Commission to show the configuration of the trees. He explained there will be 44 different
species and about 58 trees. About $3,000 will come from the park budget and the rest will
be the SBA budget. About $1,500 will be withheld to plant trees on area yards if they
purchase one to plant. He added that it may be possible to fund placards with the SBA
funds describing the trees and who they are sponsored by.

Park and Recreation Commission/April 13, 1995
Page 7 of 9
