6) Status of Maintenance Operations

Mr. Boos announced that the City will have a "park keeper". That person will arrive late in
the day and drag and stripe the athletic fields at Central Park. That person will also stay at
the park to allow access to the bathrooms, etc.

Mr. Schroeder reported that the City has hired several part-time people and will be
advertising for more part-time summer help.

Mr. Boos stated that the positions are filled for after June, but we still need some people
who are able to start now.

7) Tree City USA Award

Mr. Boos touched on some of the criteria necessary to qualify for the Tree City USA award
and the fact that the City of Ramsey has received it for seven years in a row. Ramsey will
be receiving the award again this year and he felt it would be great if one of the
Commissioners could accept the award.

Commissioner Cook thought he may be able to do so.

8) Elk River Program

Chairperson Hetland inquired what's been going on with the Elk River Program.

Mr. Boos replied that the recreation' coordinator sent a rate schedule of what they charge
their youth association.

Chairperson Hetland asked what Ramsey charges its youth association.

Mr. Boos answered that we do not charge them anything. He added that the youth
association is funding $2,000 for outfield fences.

Chairperson Hetland felt it did not make sense to charge one's youth association to use the
parks and wondered why Elk River does that.

Mr. Schroeder stated that the Ramsey Youth Athletic Association runs programs that would
cost the City two and three times more to run. He felt that charging the association to use
the fields would be like "slapping someone in the face".

Chairperson Hetland expressed an interest in receiving more information on the issue of
Elk River charging the youth association.

9) Environmental EXPO and Tree Sale

Mr. Boos reminded the Commission that the date for the EXPO and tree sale is April 29.
The tree sale has been an annual event for 21 years. This year the sale and the EXPO will
be held at the elementary school with the sale beginning at 7:00 a.m. and the EXPO at 9:00
a.m. He added that the school children also want to call attention to the Nature Area and
tours will be conducted by them.

Park and Recreation Commission/April 13, 1995
Page 8 of 9
