Because the 1990 Park and Trail Plan and the modified plan under consideration show no park or <br />trail needs associated with this property, cash in lieu of land dedication is recommended by the <br />Commission. Park dedication in the commercial district consists of the greater of $1,500 per acre, <br />(equating to $6,285), or 5 percent of market value if no land dedication is required. <br /> <br />Motion by Commissioner Cook and seconded by Commissioner Asfahl to recommend that park <br />dedication be satisfied in cash, and the specific cash contribution be determined as part of the <br />development agreement. <br /> <br />Motion carded. Absent: None. <br /> <br />Case #2: <br /> <br />DETERMINE THE PARK AND RECREATION COMMISSION <br />SUMMER MEETING SCHEDULE <br /> <br />At the April Park and Recreation Commission meeting, it was determined that the Commission <br />members would like the regular monthly meetings to be held at various park sites during the <br />summer months. <br /> <br />The consensus of the Commission is to hold the meetings at the following sites: <br /> <br />June: Central Park <br />July: Emerald Pond Park <br />August: Rabbit Park <br />September: Autumn Heights Park <br />October: Fox Park <br /> <br />A notice will be published in upcoming issues of the Ramsey Resident to notify residents interested <br />in attending any of these meetings. <br /> <br />In case of inclement weather, the meetings will be held at City Hall at 6:30. <br /> <br />Case #3: REVIEW AND RECOMMEND BOARDWALK PROPOSALS <br /> <br />Funds have been reserved within the Capital Improvements Program (C.I.P.) for the construction <br />this year of two boardwalks to provide paths through wetland areas, one to connect the Lake Itasca <br />trail to Autumn Heights Park, and the other to be constructed within Fox Park. <br /> <br />Bids for the construction of the boardwalks were opened Tuesday, May 9. The Commission <br />reviewed the bid comparisons. <br /> <br />Mr. Schroeder suggested the Commission might consider differing widths to the boardwalks to <br />possibly lower construction costs as well as for aesthetics. <br /> <br />Commissioner Cook expressed concern about using encapsulated polystyrene units versus PVC <br />drums for the floatation devices. His concern was that animals could burrow into the polystyrene <br />units and pull the polystyrene out, leaving it to float in the water. After reviewing information <br />provided by the suppliers, the consensus of the Commission was that the polystyrene units would <br />be acceptable, and drums would not pose a problem. <br /> <br />Motion by Commissioner Cook and seconded by Commissioner Osborn to recommend City <br />Council award Flanagan Sales, Inc. the bid for completion of the Lake Itasca and Fox Park <br />Park and Recreation Commission/May 11, 1995 <br /> Page 2 of 4 <br /> <br /> <br />
