Federal Cartridge expressed they may be interested in building a conference center. Mr. Schroeder <br />indicated the City may entertain the idea of building an indoor conference center on the property <br />that could be utilized by residents as well as Federal Cartridge. <br /> <br />Commissioner Asfahl voiced concern regarding the "tunnel effect" of the entrance. Mr. Tauer <br />explained that brush would be cleared out under trees eliminating possible areas of concern. Mr. <br />Schroeder elaborated by saying that trees along the entrance corridor would be spaced far enough <br />apart to allow for mowing - approximately 6 feet. <br /> <br />Commissioners Skinner and Cook would like to see lighting along walkways, parking lots and the <br />ballfields. Mr. Schroeder suggested that lighting be mentioned in the narrative. <br /> <br />Commissioner Asfahl complimented Mr. Tauer on his work with the concept plan indicating she <br />likes the layout. <br /> <br />Mr. Boos said there may be "committee type" discussions regarding Central and Alpine Parks to <br />receive input from residents. <br /> <br />It was suggested that the Commissioners take time to digest the concept plan and call any <br />suggestions into Mr. Tauer at City Hall. <br /> <br />Commissioner Johns queried whether RYAA has submitted their views on the plan. Mr. Boos <br />indicated that there has been no response from RYAA to date. <br /> <br />Consensus of the Commission to present the concept plan to Federal Cartridge. <br /> <br />Case #3: <br /> <br />REVIEW 1996 - 2001 CAPITAL IMPROVEMENTS PROGRAM <br />(CIP) <br /> <br />Parks/Utilities Supervisor Boos presented the CIP as approved at the July 13, 1995 regular <br />meeting and public hearing along with the completed narrative for review. The Finance Committee <br />is scheduled to receive the CIP on Tuesday, August 22, 1995. <br /> <br />Mr. Schroeder pointed out that after meeting with Finance Officer Hart, the interest earnings <br />allocated from the Park Trust Fund for River's Bend park in 1997 were approximately twice as <br />high as what is available. <br /> <br />Mr. Boos indicated that if River's Bend 3rd and 4th Additions with commercial development <br />proceeds, the interest earnings are projected to be correct. <br /> <br />Mr. Schroeder also made the following suggestions: <br /> <br />1997 AEC Energy Park - another $25,000 may be available through the TIF Fund <br /> <br />1998 Mississippi River Trail Corridor - monies may be available through interest earnings <br /> <br />Mr. Schroeder said, that in his opinion, the landscaping and grading for a future <br />neighborhood park concurrent with well #4 and tower #2 west of Ramsey Boulevard could <br />be eliminated and the dollars combined with the AEC trail.
