Voting Yes: Councilmembers Beahen and Zimmerman. Voting No: None. Case #2: Traffic on 171st Avenue N.W. City Engineer Jankowski stated that at the March 28, 1995 Council meeting, a request for the closure of 171st Avenue between Bison Street and Zeolite Street was denied by the City Council. However, it was recommended that the Road and Bridge Committee look at some type of traffic control along this segment of roadway. He reported that the 1993 traffic count for this approximate 450 foot long segment of roadway was 85 vehicles per day. Tim Dusbabek, 7821 - 171st Avenue N.W.. Ramsey, stated that the situation on Bison Street is an on-going, long-term, festering situation. We have traffic from developments using our neighborhood to go south. It's important for the record to state that the 85 cars are on Variolite, the traffic counts are up on 171st. Eighty-five cars is not accurate. There's been rhetoric assessed over the years of charging for grading roads. It has not taken place. He continued that it was brought up by a petition for having 171st closed off. Our house is the only one that fronts the road - we had at least 50 percent of the necessary signatures. I submitted it hoping Council would deal with 171st alone - not as a catalyst for Bison Street N.W. He stated he believes that Mr. Jankowski is one to stick to his theory and that he (Dusbabek) is here again through discussions with Councilmember Zimmerman and his urgings. Councilmember Zimmerman inquired of Mr. Dusbabek if the closing of 171st didn't happen, what would be the next best thing. Mr. Dusbabek distributed a copy of his suggested options to traffic cutting through Golden Eagle Estates. He added they are in order of priority and effectiveness and are as follows: 1) Connect Bison Street with Trott Brook Ridge as platted as a dirt road; 2) Temporarily close off 171 st Avenue at Bison Street until Bison Street connects with Trott Brook Ridge; 3) Permanently close off 171st at Bison Street with Bison Street terminating into a cul-de- sac. (Option to connect Bison Street to Trott Brook Ridge and 171st to Bison Street with bike paths large enough to allow emergency vehicles if ever required); and 4) Three-way stop sign at 171st Avenue and Zeolite Street with two speed bumps between Zeolite Avenue and Bison Street along 171st Avenue (Problem may not be corrected if speed bumps and stop signs do not deter traffic or slow it down along Zeolite to 168th Avenue to Variolite). He noted that the property owner along 171st Avenue would be willing to help with cost of paving Bison Street if paved a through street or if 171st remains closed if Bison Street remains closed. Mr. Dusbabek reminded the Commission that he has always been flexible and that the opinion and direction from the people on Bison is that they do not want "zip". Mr. Dusbabek stated "I feel you are just hoping we go away". Councilmember Zimmerman stated that while he was on the Planning Commission, part of the criteria for approval to Dellwood Hills was that they would use Bison Street and have it tarred. Now Dellwood Hills is developed and they have paved streets. Trott Brook Ridge is scheduled to be hooked up - they have cul-de-sac'd it there. Mr. Dusbabek commented that usually when you have a new development taking place, there's some advantage to each. No one uses 171st except the people on Bison. He made mention about the quality of life here and being frustrated. He personally feels they have been treated differently. He informed the Committee that he has asked Mr. Jankowski Road and Bridge Committee/April 11, 1995 Page 3 of 4
