ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, April <br />25, 1995, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Carolyn Beahen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Finance Officer Jessie Hart <br /> <br />CALL TO ORDER <br /> <br />Councilmcmber Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:30 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the case titles as presented but to discuss them in a different <br />order. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case /13: Transportation Impact Fees <br /> <br />City Engineer Jankowski stated that there are a couple of different ways to implement a <br />transportation impact fee. One way is to negotiate through development agreements; <br />however, one of the disadvantages of doing that is you may have one development paying <br />for the entire impact of the other developments. The advantage of an impact fee is a <br />uniform charge. There are not a lot of communities using impact fees. You may have <br />some improvements that would be difficult to detenrdne which subdivision would most <br />benefit. <br /> <br />Councilmembers Zimmerman and Beahen felt that the City should implement an impact fee. <br /> <br />City Administrator Schroeder stated it would be good to have Council pass it as a policy <br />and come back with an ordinance subsequent to that policy, He inquired if the Committee <br />would desire that a fee be charged up front to the developer or to asses it to individual <br />property owners. <br /> <br />Councilmember Beahen inquired if impact fees would pertain only to new development. <br /> <br />Mr. Jankowski replied that it would. <br /> <br />Road and Bridge Committee/April 25, 1995 <br /> Page I of 4 <br /> <br /> <br />
