Councilmember Zimmerman added that this could take care of the statement that the <br />developer is footing the bill. <br /> <br />Councilmember Beahen, for clarification, stated this would not effect homes already there. <br /> <br />Mr. Jankowski assured her it would not. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend to Council that an ordinance be formulated for further consideration of an <br />impact fee. <br /> <br />Motion carried. Voting Yes: Councilmembers Beahen and Zimmerman. Voting No: <br />None. <br /> <br />Case g2: Trunk Highway #47 Corridor Study <br /> <br />City Engineer Jankowski stated that with the approaching completion of the update of the <br />City's Comprehensive Plan, coupled with new development along Trunk Highway #47, it <br />is certainly an appropriate time to pursue a corridor study for this major arterial. The City's <br />Capital Improvement Plan had anticipated this corridor study for 1995 and has earmarked <br />$10,000 for its completion. It further proposes $300,000 in Capital Improvements for <br />1998. Mr. Jankowski suggested soliciting input from MnDOT and the County Highway <br />Department in developing the scope of this study. He asked for input from the Road and <br />Bridge Committee in developing the scope of work and to determine involvement in <br />selecting a consultant to perform the study. <br /> <br />Councilmember Beahen inquired about the cost. <br /> <br />City Administrator Schroeder replied that the amount stated above is a "start". <br /> <br />Councilmember Zimmerman suggested hiring a consultant to tell us what needs to be done. <br />He added that this has to be done soon and commented on the accidents and the traffic on <br />Highway #47. <br /> <br />Mr. Jankowski handed out the scope of services. Such points are as follows: <br />Data/Information gathering on existing conditions; forecast future conditions; develop <br />interim plan for 2000; develop roadway plan for 2015; and plan development process and <br />agency involvement. <br /> <br />Councilmember Zimmerman inquired how long this should take. <br /> <br />Mr. Jankowski replied 9 to 12 months. He inquired how much a part of this process the <br />Road and Bridge Committee wanted to be and how much other commissions/committees <br />should be involved. <br /> <br />Councilmember Zimmerman stated that the more you get involved, the longer it takes and <br />the more money it costs. We almost know what needs to happen; we need to control <br />speeds and install traffic lights, etc. <br /> <br />Mr. Jankowski stated we need to develop an implementation plan. He added that MnDOT <br />will not come in with a lot of dollars.
