City Administrator Schroeder stated that they (Kuraks) drew this line on the map a couple <br />of weeks ago. <br /> <br />Councilmember Zimmerman felt we are not jeopardizing our land - platting can be <br />accomplished. We are not denying any use of the land. <br /> <br />Mr. Jankowski stated that there is a reasonably large area to work with. <br /> <br />Councilmember Zimmerman recommended a retaining wall at the steep bank. <br /> <br />Mr. Jankowski figured a retaining wall was agreed to but he thought he wanted to push the <br />road out to the wetland. We have to deal with the regulatory organizations on this. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend the City Council select the road alignment through the Kurak's property labeled <br />"August 8 approved alignment". <br /> <br />Motion carried. Voting Yes: Councilmembers Beahen and Zimmerman. Voting No: <br />None. <br /> <br />Case #2: Trunk Highway #47 Access/Corridor Study <br /> <br />City Engineer Jankowski stated that the Steering Committee, comprised of Road and <br />Bridge Committee members Zimmerman and Beahen, Anoka County Engineer Jon Olson, <br />City Engineer Jankowski and MnDOT representative Cyrus Knutson, met to review the <br />scope of the Trunk Highway #47 Access/Corridor Study and review the proposals <br />submitted by four engineering firms. Evaluation forms rating the four proposals on five <br />criteria were distributed to the members and it was agreed that these forms would be <br />reviewed at this Road and Bridge Committee meeting. <br /> <br />Councilmember Beahen felt that she could not make a decision as she did not totally <br />understand it. She felt that the proposals were very similar so the bottom line to her <br />appeared to be the cost factor; SRF was the lowest bid. <br /> <br />Mr. Jankowski reported that he was not familiar with any personnel being furnished by any <br />of the firms with the exception of SEH. He stated that if a consultant is selected, we would <br />schedule a meeting to go over the scope of the work and the cost and we may redefine the <br />scope of the services. <br /> <br />Councilmember Zimmerman suggested meeting with the two top rated consultants. <br /> <br />Mr. Jankowski stated that one of the things that impressed him about SRF was that they <br />seemed to have the project very well scoped out, the other bids were more conceptual. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend the City Council retain SRF to perform the Trunk Highway #47 <br />Access/Corridor study and that a meeting be scheduled with them for 4:30 p.m., Monday, <br />August 14, 1995, to discuss the budget, etc., and also that they would be requested to do <br />the traffic costs. <br /> <br />Motion carded.
