CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, January 10, 1995, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, <br />55303. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />OATH OF OFFICE <br /> <br />City Attorney Goodrich issued the Oath of Office to Councilmember Sheila Beyer. Mayor <br />Hardin and Councilmember Beahen were issued the Oath of Office on Tuesday, January 3, <br />1995. <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:02 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Adam Denny, 5859 - 141st Lane N.W., Ramsey, stated to the Council "most of you are <br />familiar with our problem in Windemere Woods; you are aware of A1 Koenig's house". <br />He disseminated a list of restrictions they were given when they were going to build in <br />Windemere Woods. It also listed all the lots. Lot 3 shows an existing home classified as <br />farm property (Lot 3, Block 3). He referred to the list of requirements and stated that Mr. <br />Koenig's home does not meet Requirement A or C and he wasn't sure if it met with <br />Requirement D. Mr. Denny stated the Windemere Woods residents were promised by Mr° <br />Koenig that this home would be brought up to standards; that was two years ago. He <br />stated he called Mr. Koenig in the past few months about the condition of the house and <br />Mr. Koenig told him it was none of his business. He stated he would like to see the City <br />enforce Mr. Koenig's verbal agreement he made with the City. Mr. Denny stated that the <br />home has no driveway and no sod. Mr. Koenig's son lives there with two friends and they <br />park on the lawn (weeds). He stated it looks like a hillbilly movie; it's an eye sore. Mr. <br />Denny added that he and his neighbors have a lot of pride in their homes and Mr. Koenig's <br />house sticks out like a sore thumb. Mr. Denny reported that he and neighbors had talked <br />with a lawyer about a breach of agreement and they are prepared to file suit against Mr. <br />Koenig and against the City of Ramsey. He added that all of the other homes in <br />Windemere Woods meet the City's requirements. He stated he even had to add more <br />square footage to his home than was originally planned to meet these requirements. He felt <br />that developers should not be exempt from the rules.
