City is going in thc right direction; we need to have an ordinance relating to this issue that is
enforceable.

Councilmember Zimmerman suggested a subcommittee to work with Attorney Goodrich
and offered to serve on such committee.

Consensus of the Council was that Councilmembers Beahen and Zimmerman will meet
with City Attorney Goodrich and Mr. Schroeder to work on this draft ordinance dealing
with junk vchiclcs. This subject will again be discussed at a later date.

Case g?: County and Local Preservation Projects Grant for the Old
School

City Administrator Schroeder stated that the City has submitted to the Minnesota State
Historical Society, a preliminary grant application for the refurbishment of the old town
hall. This building has been in existence over 100 years. We have been talking about what
to do with it. The grant request basically says we will preserve the existing facility and
bring it up to a standard for final restoration after the final use is determined with the Anoka
County Historical Society and local residents. Additional funds would be necessary to
"pretty it up". Staff is asking Council to ratify a final application to be submitted, close to
the pre-application which pretty much commits the City to spend $25,000 of it's own
money. Mr. Sehroeder stated it is his impression that the Historical Society is comfortable
with the money coming out of the 1996 budget. He added that CDBG funds are an
acceptable local match also. The pre-application states that the intended final use of this
facility is a museum. He added that Staff has not yet pursued any site improvements. We
will be vacating the adjacent public works facility in 1995.

Mayor Hardin inquired if the City's contribution could be in-kind.

Mr. Schroeder replied yes, but he is not sure what portion of the $25,000 it could be.

Councilmember Zimmerman inquired about the source of funding.

Mr. Schroeder stated if he can move it into 1996, he will have a budget request for it then.

Mayor Hardin stated to keep in mind that in-kind contributions are allowable also.

Councilmember Peterson inquired how much the $50,000 would get done.

Mr. Schroeder stated that we intend to lift up the building, gut out the foundation and then
replace it. Whatever is salvageable, will be salvaged. Quotes are always rounded up to
allow for the unexpected. He added that the City Engineer commented that there is no
funding for the water and sewer yet. The joist system has to be repaired but the roof
should not be in bad shape.

Councilmember Peterson stated that if we get the grant, we can then decide what we are
going to do.

Mr. Schroeder stated that it seems something always comes up needing more repair than
was first expected.

Counciimember Zimmerman suggested having the Building Official inspect the building.

City Council/January 24, 1995
