Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman and <br />Beahen. Voting No: None. Absent: CouneilmemberBeyer. <br /> <br />Case #5: Discussion Regarding Snowmobiles <br /> <br />Police Chief Auspos stated that at their January 10, 1995 meeting, Council expressed a <br />desire to discuss snowmobile activities. He noted the information on snowmobile activity <br />and also the summary and explanation of portions of Ramsey's snowmobile ordinance. <br /> <br />Councilmember Beahen inquired if Chief Auspos had received any complaints inclusive of <br />the Ramsey Elementary School area as she had received some phone calls about damage <br />being done to their new trees and plantings. <br /> <br />Chief Auspos replied he had not. <br /> <br />Councilmember Peterson inquired if the majority of the complaints were for trespassing or <br />speeding. <br /> <br />Chief Auspos stated the majority of the complaints deal with trespassing. <br /> <br />Councilmember Peterson asked if there is any money budgeted for time for snowmobile <br />patrolling to which Chief Auspos stated not specifically. <br /> <br />City Adminislxator Sehroeder stated we do not budget specific line items but we do budget <br />overtime and that could be used for snowmobile patrol. <br /> <br />Counciimember Peterson asked if some of the officers could be used on the weekends. <br /> <br />Chief Auspos stated practically speaking, that's rather difficult. <br /> <br />Mayor Hardin inquired about splitting up a shift and having the officer come in on a <br />Saturday, etc. <br /> <br />Chief Auspos stated that would still be shorting a shift. He reported that he always tries to <br />have two officers on duty at all times; therefore, he is not sure how that would work. <br /> <br />Mayor Hardin stated that part of the problem is that the officer's have not been out on the <br />snowmobile. . <br /> <br />Chief Auspos agreed but added that the weather has not been conducive to snowmobile <br />patrol. <br /> <br />Mayor Hardin inquired if the complaints are more in one area than another. <br /> <br />Chief Auspos reported that the complaints have been rather wide-spread. <br /> <br />Motion by COuncilmember Peterson and seconded by Couneilmember Zimmerman to adopt <br />Resolution ~94-01-024 authorizing $1,000 to be taken out of the Council Contingency <br />Fund to be used by the Police Chief to extend shifts or for overtime to do a snowmobile <br />patrol. <br /> <br />Further discussion: Councilmember Zimmerman inquired if anyone had volunteered to <br />help with this. Chief Auspos stated there may be a liability problem with volunteers. <br />Councilmember Peterson inquired if it would be any benefit if some volunteers <br /> <br />City Council/January 24, 1995 <br /> Page 8 of 15 <br /> <br /> <br />
