Mr. Nissen stated he was not told until a year ago that he cannot park his truck there. He <br />felt it was unfair of the City to hold his funds for a "lousy" six months. <br /> <br />Mayor Hardin stated that last year there were boats, truck, signs, etc., all stored outside the <br />build/ng. <br /> <br />Mr. Nissen stated he takes in boats, etc. <br /> <br />Mayor Hardin stated that Mr. Nissen did not comply with the City's terms before. <br /> <br />Mr. Nissen stated he did get started on his improvements. He stated he will get the <br />improvements done now as soon as the frost is out of the ground and reiterated that holding <br />his money for six months is unfair. <br /> <br />Mayor Hardin asked Mr. Nissen where he plans to store his truck. <br /> <br />Mr. Nissen stated he will store it someplace - maybe at the airport. He again stated that <br />holding his money for six months is unjust. <br /> <br />Mayor Hardin stated that Mr. Nissen agreed to do things over a year ago that have not been <br />done. <br /> <br />Mr. Nissen stated that he agreed to everything talked about at the recent meeting so why <br />should the money be held for that long. <br /> <br />Mayor Hardin stated it would be to ensure the City does not have the same pmblem. <br /> <br />Mr. Nissen stated "If I say the truck will be gone, it will be gone. It's unfair to hold my <br />money. I put up $500 when I came in and asked for the site plan; then another $4,500 I <br />am not a bank, I can use that money". <br /> <br />Mayor Hardin inquired how many letters had been sent to Mr. Nissen asking him to <br />comply. <br /> <br />Ms. Frolik replied several letters had been sent. She added that his truck can be parked <br />there but it has to be on an impervious surface. <br /> <br />Mr. Nissen stated he will take the track to the airport, he will not park it as his business. <br />He added that every time he tums around, the City wants to charge him more money. <br /> <br />Mayor Hardin stated to Mr. Nissen that he has not kept his commitments and he has not <br />responded to the letters from City Staff. <br /> <br />Mr. Nissen stated he put up $4,500 that the City will have until the improvements are done. <br />He added that keeping his money for six months is ridiculous. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />approve the site plan for Ralph Nissen of Ralph's Gun and Pawn. <br /> <br />Further discussion: Councilmember Peterson stated his motion does not include holding <br />the money for 180 days. <br /> <br />City Council/January 24, 1995 <br /> Page 7 of 15 <br /> <br /> <br />
