Absent: CouncilmemberBeyer. <br /> <br />Case 84: Request for Site Plan Approval; Case of Ralph's Gun and <br /> Pawn <br /> <br />Zoning Administrator Frolik stated that in September 1993, Ralph Nissen relocated Ralph's <br />Gun and Pawn from 6131 Highway #10 N.W. to 6101 Highway #10 N.W. The new site <br />was deficient of certain site improvements such as paved and curbed drive and <br />customer/employee parking areas. Mr. Nissen was informed that these site improvements <br />were required in order for commercial activity to occur on the property. At a recent meeting <br />with Mr. Nissen, the following items were agreed to for the installation of site <br />improvements at Ralph's (3un and Pawn: 1) A temporary sump area measuring 18' x 80' <br />x 3' deep would be constructed on the west side of the building; 2) B-612 concrete <br />curbing installed along the east and south edges of the pavement. No curbing would be <br />required in the northwest corner of the drive/parking area to allow runoff to reach the sump <br />area and future expansion of the drive to service the other three lots to the west in Guy <br />Addition. Since it would be too difficult to install continuous concrete curbing where the <br />existing blacktop meets the existing concrete walkway at the front of the building, it has <br />been recommended that Mr. Nissen be allowed to place the concrete curb sections at the <br />front of the building to prevent ears from driving onto the walkway; 3) Mr. Nissen has <br />agreed that the west side of the building will not be used for parking and storage; therefore, <br />no additional pavement beyond what exists would be required; 4) In accordance with <br />setback requirements in the B-3 Highway Business District, Mr. Nissen has agreed to cut <br />the blacktop back 17.5 feet from the front property line; 5) City Staff re-evaluated the <br />amount of financial guarantee to approximately $3,000. Ms. Frolik reported that Mr. <br />Nissen has agreed to all the terms; therefore, Staff and the Planning Commission <br />recommend approval. <br /> <br />Mayor Hardin expressed concern about the parking or storage on the west side of Mr. <br />Nissen's building. <br /> <br />Mr. Nissen stated that the vehicle parl~ed there is his truck and he uses it to haul things. <br /> <br />Mayor Hardin sta ..ted the vehicle has not been .moved. <br />Mr. Nissen stated he uses it from time to time. <br /> <br />Mayor Hardin suggested keeping the financial guarantee 180 days after the site <br />improvements are completed to make sure the vehicle has been moved, etc. <br /> <br />Mr. Nissen stated "IfI tell you I will move it, I will move it". <br /> <br />Mayor Hardin s~ted that Mr. Nissen did not do the improvements he previously said he <br />would do. <br /> <br />Mr. Nissen stated.he had a contractor working on the improvcments~ but he could not get <br />things done with the City.
