Council Business <br /> <br />Mayor Hardin called the regular portion of the City Council meeting back to order at 7:37 <br />p.m. <br /> <br />Mayor Hardin stated that Council may be able to discuss CDBG funding at their workshop <br />on Saturday. <br /> <br />Case <br /> <br />Adopt Ordinance to Rezone Certain Property from R-1 Rural <br />Residential and B-2 Business to R-3 Urban Residential; Case <br />of Anoka Hennepin Independent School District No. 11 <br /> <br />Zoning Administrator Frolik stated that on January 10, 1995, Council introduced an <br />ordinance to rezone the Ramsey Elementary School property to R-3 Urban Residential to <br />accommodate an expansion to their facility. The ordinance is available for formal adoption. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt <br />Ordinance g95-03 rezoning the Ramsey Elementary School property to R-3 Urban <br />Residential. ' <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #3: <br /> <br />Request for Preliminary Plat Approval of Northfork Oaks 2nd <br />Addition; Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting preliminary plat <br />approval of another portion of the Nortlffork P.U.D. located in the northeast corner of the <br />property. The plat is to be named Northfork Oaks 2nd Addition and consists of 73 acres <br />proposed to be platted into 37 single family lots. She explained that the lots are proposed <br />to receive public access from the extension of Royal Road from the south and 162nd from <br />the west. There are two cul-de-sacs that will extend off of Royal Road that do not exceed <br />the 600 foot maximum length standard. There is no park dedication due. A pedestrian <br />transportation link is required to connect the trails in Northfork with those in Woodiawn <br />Estates to the East. The City is requiring that the developer rough grade this link. A <br />grading and drainage plan has been provided which is generally acceptable. Mr. Delaney, <br />owner of Armstrong Kennels, had expressed concerns about the impact of this <br />development to his dog kennels. He is willing to enter into an agreement with Northfork; <br />details of such agreement are being worked out. Ms. Frolik reported that the Planning <br />Commission conducted a public hearing and are recommending approval. <br /> <br />Dennis Peek, Director of Development for North Fork, Inc., stated he is a little unclear on <br />the grading of additional trail. He was sure that was not part of the approval that came out <br />of the Planning Commission meeting. <br /> <br />Ms. Frolik stated this is rough grading, not paving. <br /> <br />Mr. Peck felt it could be worked out. He stated that his engineers are working with Mr. <br />Jankowski on the drainage. Mr. Delaney is currently out of town so the agreement with <br />him has not yet been finalized; however, he felt this too would be worked out. He stated <br />that Mr. Delaney has been very cooperative and added that Armstrong Kennels is a very <br />well-mn operation. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to grant <br />preliminary plat approval to Northfork Oaks 2nd Addition contingent upon drafting a <br />City Council/January 24, 1995 <br /> Page 5 of 15 <br /> <br /> <br />
