Mike Norman, 8324 - 156th Lane N.W., Ramsey, felt that this year Ramsey is doing a
poor job of snowplowing its streets - the ice is five to six inches thick. He asked who he
should call to complain about it. He added that he had called about a water problem last
year and had not received satisfaction yet.

Mr. Jankowski replied that the City of Ramsey does not have a bare pavement policy and
added that the other area cities are experiencing the same type of ice/snow buildup. He
advised the residents to call when they encounter a slippery spot and the City will be out as
quickly as possible to sand the area.

Beth Mitchell, 8500 - 176th Lane N.W., Ramsey, suggested the City send a letter out to all
the parties being assessed telling them about the process to petition against.

Mayor Hardin stated that an article could be placed in the Ramsey Resident detailing the
petition process for improvement projects.

Case g2: Introduce Proposed Ordinance Vacating a Portion of the
Drainage and Utility Easements Located on Lot 3A, Block 3,
Nature View Addition

Mayor Hardin closed the regular portion of the City Council meeting at 7:57 pan. in order
to conduct the public hearing.

Public Hearing

Mayor Hardin called the public hearing to order at 7:57 p.m.

Presentation

City Engineer Jankowski stated that the owners of Lot 3 and Lot 3A, Block 3 of Nature
View Addition have requested the vacation of a portion of the currently dedicated drainage
easement crossing the lot. The purpose of the request is for the construction of a new
home. Upon reviewing the request, Mr. Jankowski found that the remaining drainage
easement should be sufficient for the requirements of the lot and subdivision.

Citizen Input

Scott Simpson inquired how the DNR responded to the filling of the wetland.

Mr. Jankowski replied that the fill was done in 1989, prior to the Wetland Conservation
Act; therefore making it a permissible action.

Mr. Simpson inquired if them would be any digging or anything done.

Mr. Jankowski replied that there would be no digging or additional fill at this time. This
action is basically to release an encumbrance on an area already filled.

Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to close
the public heating.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer
and Peterson. Voting No: None.

The public hearing adjourned at 8:00 p.m.

City Council/February 14, 1995
