grading and drainage plan to react to recommendations of the Anoka County Highway <br />Department and said grading and drainage plan will be subject to the approval of the City <br />Engineer. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Mayor Hardin inquired if Mr. Houle and Mr. Cody were in agreement with everything <br />discussed to which they answered in the affirmative. <br /> <br />Case #3: Request for Final Plat Approval of Ramsey Meadows 3rd <br /> Addition; Case of Jack Menkveld <br /> <br />Zoning Administrator Frolik stated that a preliminary plat was approved on May 26, 1992, <br />for Ramsey Meadows, consisting of 29.5 acres to be subdivided into approximately 29 <br />single family lots. Mr. Menkveld is proposing to final plat the third phase of Ramsey <br />Meadows which consists of four lots and one outlot. She explained that the lots will <br />receive public access from 149th Lane N.W. and that the public improvements were <br />installed as a part of previous phases of Ramsey Meadows. She further explained that the <br />ability to create Lot 4 of Block 1 is dependent upon filling certain wetland areas in <br />accordance with the approved Wetland Mitigation Plan dated December 11, 1992. All <br />mitigation plans approved under the interim rules must be completed by June 30, 1995, or <br />the approved filling becomes void. Park dedication will be satisfied with a cash payment. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to adopt <br />Resolution//:95-02-037 granting final plat approval to Ramsey Meadows 3rd Addition <br />contingent upon compliance with City Staff Review letter dated February 21, 1995. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Peterson and <br />Beahen. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Case #4: Request for Final Plat Approval of Whitetail Meadows, a <br /> Minor Subdivision; Case of Larry Ferber <br /> <br />Zoning Administrator Frolik stated that Mr. Larry Ferber is requesting a minor subdivision <br />to subdivide a 19-acre parcel located on the east side of Baugh Street, just south of <br />Countryside Estates. She explained that the subject property is zoned R-1 Rural <br />Residential and is located in the Rural Service Area, for which minimum lot size is 10 acres <br />and the density is restricted to 4 units in 40 acres on a pro rata basis. City Code states that <br />if a parcel is not evenly divisible by 10, an additional lot may be developed if the size of the <br />fractional pamel is at 75 percent of that required for a single lot. Ms. Frolik informed <br />Council that the existing homestead will be located on Lot 1. Lot 2 would require an access <br />onto Baugh Street (County Road #83). The Anoka County Highway Department has <br />reviewed the plat and recommended that the access for Lot 2 be constructed within 30 feet <br />of the north property boundary for LOt 2. They have also recommended the removal of <br />some of the cedar trees in that area for improved sight distance. The plan submitted by the <br />applicant proposes to comply with these recommendations. Ms. Frolik pointed out that the <br />plan submitted indicates that there are two wells on Lot 1. It is intended that the southerly <br />well is to be abandoned, however, the applicant wishes to continue using this well for <br />irrigation purposes. Under those circumstances, the City should require a coliform and <br />nitrate test be performed on the well to be sure that it is not polluted. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt <br />Resolution #95-02-038 granting final plat approval to Whitetail Meadows. <br /> <br />City Council/February 28, 1995 <br /> Page 4 of 14 <br /> <br /> <br />
