Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #5: Request for Final Plat Approval of Putter's Field, a Minor <br /> Subdivision; Case of Rich Kerner <br /> <br />Zoning Administrator Frolik stated that Mr. Rich Kerner is requesting a minor subdivision <br />to reclassify Outlot B, Brook View Estates, from an ouflot to a buildable lot and block. <br />Staff is of the opinion that this property was erroneously designated as an outlot. She <br />added that park dedication will consist of a cash payment. Following review of the plat, <br />the Planning Commission recommended final plat approval. <br /> <br />Councilmember Beyer arrived. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt <br />Resolution 4/95-02-039 granting final plat approval to Putter's Field. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and <br />Zimmerman. Voting No: None. Abstain: Councilmember Beyer - because she arrived <br />following discussion of the case. <br /> <br />Case #6: Request for Final Plat Approval of Northfork Moors Addition, <br /> a Minor Subdivision; Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting a minor subdivision <br />to facilitate simple identification of areas to be conveyed to the homeowners association for <br />open space, areas to be conveyed to the City for parks/trails, and areas for future <br />development. She explained that Outlots A, C, D and E would be retained by North Fork <br />for future development. Outlot B would be conveyed to the North Fork homeowners <br />association for open space. Park 1 and Park 2 would be dedicated to the City for park and <br />trail purposes. Staff recommended that North Fork be required to submit topos but staking <br />comers of the park would be acceptable. <br /> <br />Councilmember Zimmerman inquired if Mr. Peck had topos done in the past. <br /> <br />Mr. Dennis Peck, representing North Fork, stated that they have had some pretty good <br />topos and he does not feel it's necessary to reshoot everything. <br /> <br />Councilmember Peterson stated that normally an outlot is unbuildable and inquired if <br />Outlots A,C,D, and E are unbuildable. <br /> <br />Mr. Peck stated they are unbuildable until further platted. <br /> <br />Councilmember Beyer reported that in the past, outlot usually meant the property was <br />unbuildable due to high water. <br /> <br />Ms. Frolik stated outlots are determined unbuildable because of high water or proper <br />platting procedure. <br /> <br />Councilmember Zimmerman suggested Staff come back with a recommendation of how to <br />identify/classify outlots. <br /> <br />City Council/February 28, 1995 <br /> Page 5 of 14 <br /> <br /> <br />
