Voting No: None. <br /> <br />Mayor Hardin inquired of Mr. Schlueter if he is okay with the changes to which Mr. <br />Schlueter replied yes. <br /> <br />Case //8: 1995 Community Development Block Grant (CDBG) Funds <br /> <br />Zoning Administrator Frolik stated that City Staff is recommending the disbursement of <br />1995 CDBG funds as follows: $2,000 to ACCAP Senior Outreach, $2,000 to CEAP, <br />$2,000 to Meals on Wheels, $2,000 to Alexandra House, $2,000 to Rise and $23,769 to <br />Historical Preservation. <br /> <br />With regard to the old town hall, Councilmember Beyer stated she heard that the agreement <br />with Anoka County and the City of Ramsey was never signed. She suggested the City <br />look into that parcel as it is prime commercial property. She felt that the property should be <br />appraised with and without the buildings and then to also have the appraisal project out the <br />value five to 10 years with commercial growth figured in. <br /> <br />Ms. Frolik thought that the old town hall would lose its historical value if it were moved off <br />its present location. <br /> <br />Councilmember Zimmerman stated he had previously mentioned moving the building too <br />and added that it could be a discussion for a later time. He felt that the dollar allocations <br />recommended by Staff seem to be in order. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g95-02-043 allocating CDBG funds as proposed. <br /> <br />Further discussion: City Administrator Schroeder inquired if since that parcel is in a <br />development district, would it be appropriate for the City to use economic development <br />funds for the appraisal rather than the CDBG funds. Councilmembers Zimmerman and <br />Beyer stated they would have no problem with that. Councilmember Peterson requested a <br />projected cost of the appraisal. <br /> <br />Motion carded. Voting No: None. <br /> <br />Case g9: Request for Final Plat Approval of Rum River Hills <br /> Townhomes; Case of Wilbur Dorn and Thomas Anderson <br /> <br />Zoning Administrator Frolik stated that Mr. Wilbur Dom and Mr. Thomas Anderson are <br />present. They are requesting final plat approval of Rum River Hills Townhomes, which is <br />proposed to replat Lot 1, Block 2 and Outlot C, Rum River Hills, into 12 townhouse lots. <br />The 12 units would be served by on-site septic systems and wells. Ms. Frolik presented a <br />chronological summary of the actions taking place relating to the townhomes. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution #95-02-044 granting final plat approval to Rum River Hills Townhomes, <br />contingent upon the developer entering into a development agreement with the City and <br />establishment of a plat covenants that meets with the City's approval. <br /> <br />Motion carried.
