Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer
and Zimmerman. Voting No: None.

Mayor Hardin inquired of Mr. Schlueter if he is okay with the changes to which Mr.
Schlueter replied yes.

Case //8: 1995 Community Development Block Grant (CDBG) Funds

Zoning Administrator Frolik stated that City Staff is recommending the disbursement of
1995 CDBG funds as follows: $2,000 to ACCAP Senior Outreach, $2,000 to CEAP,
$2,000 to Meals on Wheels, $2,000 to Alexandra House, $2,000 to Rise and $23,769 to
Historical Preservation.

With regard to the old town hall, Councilmember Beyer stated she heard that the agreement
with Anoka County and the City of Ramsey was never signed. She suggested the City
look into that parcel as it is prime commercial property. She felt that the property should be
appraised with and without the buildings and then to also have the appraisal project out the
value five to 10 years with commercial growth figured in.

Ms. Frolik thought that the old town hall would lose its historical value if it were moved off
its present location.

Councilmember Zimmerman stated he had previously mentioned moving the building too
and added that it could be a discussion for a later time. He felt that the dollar allocations
recommended by Staff seem to be in order.

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt
Resolution g95-02-043 allocating CDBG funds as proposed.

Further discussion: City Administrator Schroeder inquired if since that parcel is in a
development district, would it be appropriate for the City to use economic development
funds for the appraisal rather than the CDBG funds. Councilmembers Zimmerman and
Beyer stated they would have no problem with that. Councilmember Peterson requested a
projected cost of the appraisal.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen
and Peterson. Voting No: None.

Case g9: Request for Final Plat Approval of Rum River Hills
Townhomes; Case of Wilbur Dorn and Thomas Anderson

Zoning Administrator Frolik stated that Mr. Wilbur Dom and Mr. Thomas Anderson are
present.
